Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. Main Purpose:
Perform repair, maintenance, and construction works according to the supervisor’s instructions and MSF standards to ensure proper operations and prevent faults or deterioration of MSF equipment, installations, and infrastructures.

Accountabilities:
• Carry out minor works (construction, repairs, etc.) as requested by the line manager or identified by the employee and approved by the line manager.
• Perform regular maintenance of MSF installations, equipment, and infrastructures (base, house, store, warehouse, health center, hospital, etc.) following a preventive maintenance plan.
• Diagnose faults or deterioration and propose solutions to the line manager or technical adviser.
• Conduct tests or checks to confirm proper operation after repairs.
• Manage, protect, and care for work tools and keep the workshop tidy.
• Ensure adequate stocks of consumables and materials for minor repairs and manage orders.
• Maintain and update documents related to installations, equipment, and infrastructures.
• Inform the line manager of any problems, including damage, loss, theft, or attempted break-ins.
• Assist the logistics department as needed.
MSF Section/Context Specific Accountabilities:
• Perform maintenance and small construction according to the supervisor’s instructions and a chronogram of activities in the MSF hospital.
• Conduct water-related activities: plumbing (daily checks of water supply systems and fittings), chlorination, and quantity and quality monitoring according to MSF standards.
• Ensure activities follow MSF protocols and safety rules.
• Keep the working place clean and tidy.
• Ensure proper use, storage, and maintenance of equipment and tools.
• Share needs for equipment, materials, tools, and PPE with the line supervisor for work continuity.
• Supervise daily workers’ activities and attendance (for unskilled laborers).
• Support the hospital logistics team in extra activities inside or outside the MSF hospital.
(i) Maintenance and Repair of Equipment and Infrastructure:
• Routine Maintenance: Regularly maintain mechanical, electrical, plumbing, and other essential equipment and facilities to prevent breakdowns.
• Troubleshooting and Repairs: Quickly identify and fix mechanical, electrical, or plumbing issues to minimize downtime, especially in critical settings.
• Emergency Repairs: Be available for emergency repairs of essential systems like power generators, water pumps, refrigeration, and medical equipment.
(ii) Preventative Maintenance Chronogram:
• Planning and Scheduling: Implement and follow a preventative maintenance plan to proactively address potential issues.
• Monitoring Equipment: Continuously monitor equipment performance to identify signs of wear or malfunction.
• Record Keeping: Maintain accurate records of all maintenance work for accountability.
(iii) Safety and Compliance:
• Adherence to Safety Standards: Follow MSF’s health and safety protocols, local regulations, and industry best practices.
• Safety Audits: Conduct regular safety checks and audits of equipment and facilities.
• Hazardous Materials Management: Ensure proper handling, storage, and disposal of hazardous materials.
(iv) Emergency and Disaster Preparedness:
• Crisis Management: Act as a critical member of the emergency response team to ensure equipment and infrastructure are operational.
• Contingency Planning: Help prepare contingency plans for maintaining vital systems during disasters or supply disruptions.
(v) Reporting and Documentation:
• Incident Reports: Document maintenance issues, breakdowns, repairs, and related incidents.
• Progress Reports: Regularly report on the status of maintenance work and escalate urgent concerns.
• Maintenance Logs: Maintain detailed logs of all maintenance activities for accountability.

Minimum Educational Qualification:
• Diploma as a Biomedical Technician (preferred).
• Diploma as a Mechanical or Electrical Technician.
• Demonstrable technical skills and understanding.

Experience:
• Minimum 2 years of experience in a technical field.
• Pedagogical skills are an asset.
• Adequate knowledge of Microsoft Office is essential.

Knowledge:
• Understand all biomedical devices on the project(s), including their operating principles, use, and technical documentation.

Languages:
• Essential mission languages: English and Swahili (Kirundi and/or French are a plus).
