This position is located in the Office of the President at the Arusha branch of the International Residual Mechanism for Criminal Tribunals (Mechanism). The incumbent will work under the guidance of the President and the Chef de Cabinet and Principal Legal Advisor and will report to the Chef de Cabinet and Principal Legal Advisor.

Responsibilities

Under the guidance of the President and the Chef de Cabinet and Principal Legal Advisor, the incumbent,

  • Provides specialized legal, policy, administrative, and judicial advice with respect to the President’s mandated functions and will be responsible for drafting and reviewing orders and decisions, policies and practice directions, memoranda, reports, press releases, speeches, talking points and correspondence.
  • Conducts and supervises legal research, particularly on international humanitarian and criminal law and monitoring relevant developments in the relevant regions of the Mechanism’s work.
  • Assists the President in supervision of enforcement of sentences, conditions of detention and independent inspections matters arising from both branches of the Mechanism.
  • Provides advice and support for any matters pertaining to the press and other external relations matters
  • Represents the President’s Office in institutional meetings, on boards, and at ad hoc committees.
  • Provides guidance in conformity with the Mechanism’s mandate, including through coordinating with other sections and at both branches of the Mechanism.
  • Performs other duties as may be assigned.

Education

Advanced university degree (Master’s degree or equivalent) in law, preferably with specialization in international, criminal, humanitarian or administrative law. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

Minimum of five (5) years of progressively responsible professional legal experience, at either the national or international level, preferably with an emphasis in criminal law, international law, humanitarian law or administrative law is required. Previous working experience with UN International Criminal Tribunals is desirable. Experience working on detention and sentence enforcement matters is desirable.

Languages

English and French are the working languages of the Mechanism. For the post advertised, fluency in English and French is required.
