Background
The UN in Tanzania employs over 1,000 personnel countrywide. For these personnel to communicate, radio communication is still utilized (HF&VHF). There is a radio network now in place throughout the country and Kibondo is part of this network. The UN in Kibondo is presently assisting refugees from Burundi and will be doing so for the near future. For the UN in Kibondo to work efficiently, effectively and safely, 24/7 radio communications is necessary.
The Tanzania Radio network is a mandatory and long-term security risk mitigation measure and is part of the baseline Minimum Operating Security Standard (MOSS). The network is part of the Emergency Communication System (ECS) and is under the accountability of the Designated Official (DO) and the UN Security Advisor (SA). This particular position in Kibondo is under direct supervision of the Head of Sub Office, UNHCR Kibondo. .

Duties and Responsibilities

• Responsible for monitoring all radio communications, including tracking of UN vehicles and staff movements, to ensure efficient, 24-hour coverage of telecommunications service;
• Implement the standard Operating Procedures (SOPs) for Emergency Telecommunications in Tanzania;
• Conduct regular radio checks and keep track of participation, filing weekly compliance reports;
• Assist communicating the implementation of the Country Security Plan and activation of agency based warden system;
• Receive calls and security incident reports from UN personnel and assist staff in the initial phase of an incident, while ensuring the information gets to a UNHCR/UNDSS office emergency response;
• Disseminate Security related information to staff and facilitate accurate, efficient and concise communication and information flow;
• Support the Radio Operator Supervisor user training on telecommunications equipments and SOPs.

Language Requirements:

Education:
• Secondary Education, Certificate in Radio operating field is desirable and University Degree in related field is an asset;


Experience:
• Minimum 2 year, UN, NGO or Government experience required;
• Good geographic knowledge of the country, past travel experience in Tanzania is an asset;
• Excellent inter-personal and oral communication skills;
• Excellent computer literacy and skills (word, excel, data base and internet);
• Experience in the use of GPS applications such as Google Maps, Google; Earth and use of GPS devises would be an asset
• Ability to work with minimum supervision, with efficiency, competency and integrity.
