The International Executive Service Corps (IESC) is a Washington, DC-based economic development not-for- profit organization that provides technical assistance to public sector institutions and private sector companies around the world. IESC has contributed successfully to the growth and development of private enterprises in more than 130 countries since its inception in 1964.

JOB DETAILS:
Introduction

Within the Tanzanian context, IESC is the main implementer of the Feed the Future Tanzania Enabling Growth through investment and Enterprise Program (ENGINE), launched in September 2016. ENGINE is a four-year initiative implemented by the Volunteers for Economic Growth Alliance [VEGA] consortium and managed by the International Executive Service Corps [|ESC). IESC is supported by Mennonite Economic Development Associates (MEDA), the international City County Management Association (IMCA) and Diligent Consulting Ltd.

ENGINE works at the district level using a broad-based approach to engage with district Local Government Authorities (LGAs), private sector associations, business development service providers, financial institutions and small and medium enterprises. The program's activities are divided into three main components:

Component 1: implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.

Component 2: Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (EDS) in Tanzania.

Component 3: Access to finance for growth. Broaden access to finance for small and medium-sized enterprises [SMEs); especially women and youth entrepreneurs and those working within agricultural value chains. to facilitate increased investment and growth.

ENGINE Program is looking to engager short term consultant to work on the programs areas mentioned below.

Location of the Assignment: Tanzania Main-land Mbeya, lringa and Morogoro Zanzibar (Unguja and Pemba) Proposed level of Effort: 4 weeks in Tanzania Mainland and 4 weeks in Zanzibar
Anticipated work Dates: October.-‘November 2018

Objectives of the Assignment
The objective of this assignment is to develop investment promotion strategies, including incentives and investment roadmaps for selected LG As within ENGINES zone of influence in Mainland Tanzania and in Zanzibar that align with the Tanzania Government's industrialization strategy based on the development options available within each LGA to stimulate increased investment.
Responsibilities

Specifically the Consultants will:

  • Develop the assignment methodology and work plan with LGA Management and technical staff:
  • Review and assess relevant data, information and studies that influence current LGA investment promotion strategies, considering demography, resources, points of difference, and competitive advantages. Conduct public and private key informant interviews and facilitate group discussions to identify successes challenges with current strategies.
  • Facilitate the development of and write drafts of the new LGA investment promotion strategies and investment roadmaps:
  • Organize stakeholders ‘workshops to present the draft investment promotion strategies and investment roadmaps for consultation and validation:
  • Finalize the investment promotion strategies and investment roadmaps and submit them to LGA Management and ENGINE.

Required Qualifications:

  • The ideal experts will have the following skills and qualifications:
  • T 5+ years of experience working within developing countries, particularly at Local Government Authority level;
  • T Positive track record of developing investment promotion strategies for government bodies preferably at the Local Government Authority level:
  • H Excellent planning skills;
  • C Understanding of the Tanzanian LGA working environment and of conducting PPDSJ
  • LSelf-motivated, proactive, detail-oriented, mature, professional team player who is a strong people person and communicator, with good inter-personal skills.
  • L Ability to address issues, challenges questions and concerns in a professional respectful logical and timely manner:
  • H Well-developed writing skills in English and the ability to express yourself clearly and concisely, \2 Good computer skills in MS Office

Deliverables
The Consultants will submit the following deliverables:

  • Inception report highlighting the approach and methodology to undertake the assignment:
  • (if) Comprehensive report indicating agreed steps by LGA and roles & responsibilities in accomplishing the assignment, m] Final investment promotion strategies and investment roadmaps that will help LGAs promote investments within their jurisdiction.

End of the Assignment:
In addition to deliverables mentioned above the STTA will provide exit debriefings to respective LGAs as well as ENGINEIUSAID Management Team.

  • Interested bidders must provide the following information:
  • Company profile and CV. detailing experience.
  • A detailed portfolio of work or examples of prior work.
  • Proof of company, as customary per Tanzania and business registration, e g. TIN, URN business license or company registration certificates.
  • The methodology, work plan and timeline for undertaking and completing the assignment,
  • Validity of the proposal provided.
  • A list of recent contracts performed for a similar range of services, including the names and e-mail addresses of the organizations. for verification. if needed. Availability over the specified period.

The cost must be quoted in Tanzania Shillings.
