The International Executive Service Corps (IESC) is a Washington, DC-based economic development not-for- profit organization that provides technical assistance to public sector institutions and private sector companies around the world. IESC has contributed successfully to the growth and development of private enterprises in more than 130 countries since its inception in 1964.
JOB DETAILS:
Within the Tanzanian context, IESC is the main implementer of the Feed the Future Tanzania Enabling Growth through investment and Enterprise Program (ENGINE), launched in September 2016. ENGINE is a four-year initiative implemented by the Volunteers for Economic Growth Alliance [VEGA] consortium and managed by the International Executive Service Corps [|ESC). IESC is supported by Mennonite Economic Development Associates (MEDA), the international City County Management Association (IMCA) and Diligent Consulting Ltd.
ENGINE works at the district level using a broad-based approach to engage with district Local Government Authorities (LGAs), private sector associations, business development service providers, financial institutions and small and medium enterprises. The program's activities are divided into three main components:
Component 1: implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.
Component 2: Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (EDS) in Tanzania.
Component 3: Access to finance for growth. Broaden access to finance for small and medium-sized enterprises [SMEs); especially women and youth entrepreneurs and those working within agricultural value chains to facilitate increased investment and growth.
ENGINE Program is looking to engager short term consultant to work on the programs areas mentioned below

Objectives of the Assignment
The main objectives of this assignment are to conduct a comprehensive assessment of the current state of Women and Youth Development Funds and to recommend necessary improvements, including a reform of WDF and YDF administrative procedures, systems and technology. a capacity building training plan for WDF and YDF managers and staff {Community Development Officers and other relevant LGA staff]. and linkage to and support provided by professionally administered financial institutions with a successful track record of sustainably managing revolving loan credit programs that lend to women-and youth-owned SMEs.
Responsibilities
Specifically the Consultant will:
Assist the LGAs with the following:
A proposal to strengthen timely provision of the budget allocation of the 8% of LGAs’ "own-source" revenue set-aside for the WDF and YDF, according to the Ministry guidelines. Develop a system that will help LGAs to supervise, monitor and report on WDF and YDF loan performance, repayment, arrearage and default for LGA reporting and data purposes.
Required Qualifications:
The ideal consultant will be micro-finance revolving loan credit design and operations managers, with local government experience. The Consultants will have the following skills and qualifications:
