The International Executive Service Corps (IESC) is a Washington, DC-based economic development not-for- profit organization that provides technical assistance to public sector institutions and private sector companies around the world. IESC has contributed successfully to the growth and development of private enterprises in more than 130 countries since its inception in 1964.

JOB DETAILS:

Within the Tanzanian context, IESC is the main implementer of the Feed the Future Tanzania Enabling Growth through investment and Enterprise Program (ENGINE), launched in September 2016. ENGINE is a four-year initiative implemented by the Volunteers for Economic Growth Alliance [VEGA] consortium and managed by the International Executive Service Corps [|ESC). IESC is supported by Mennonite Economic Development Associates (MEDA), the international City County Management Association (IMCA) and Diligent Consulting Ltd.

ENGINE works at the district level using a broad-based approach to engage with district Local Government Authorities (LGAs), private sector associations, business development service providers, financial institutions and small and medium enterprises. The program's activities are divided into three main components:
Component 1: implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.

Component 2: Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (EDS) in Tanzania.

Component 3: Access to finance for growth. Broaden access to finance for small and medium-sized enterprises [SMEs); especially women and youth entrepreneurs and those working within agricultural value chains to facilitate increased investment and growth.

ENGINE Program is looking to engager short term consultant to work on the programs areas mentioned below

Local Government Authority (LGAs)
Proposed Level of Effort: 2 weeks in each LGA

Objectives of the Assignment
The main objectives of this assignment are to conduct a comprehensive assessment of the current state of Women and Youth Development Funds and to recommend necessary improvements, including a reform of WDF and YDF administrative procedures, systems and technology. a capacity building training plan for WDF and YDF managers and staff {Community Development Officers and other relevant LGA staff]. and linkage to and support provided by professionally administered financial institutions with a successful track record of sustainably managing revolving loan credit programs that lend to women-and youth-owned SMEs.

Responsibilities
Specifically the Consultant will:

  • Attend an orientation meeting with ENGINE Program staff:
  • Meet with program and LGA staff for an orientation and discussion of the assignment and work schedule:
  • Review the ministry guideline regarding the establishment, operation, management and supervision of women and youth development funds:
  • Conduct interviews and.-‘or a consultation workshop with relevant LGA staff SME loan clients and finance institutions to learn what are the needs and constraints of WDFs and YDFs:
  • Review the institutional, managerial and administrative design of existing WDFs and YDFs examining policies, strategies, systems, procedures, technology and staffing to identify strengths, weaknesses, gaps and needs
  • Based on the information generated in Tasks C-E, develop a generic strategy, design and implementation work plan that indicate how to structure and manage financially-sustainable WDFs that will ensure that loans are made to viable, growth-oriented local businesses and that the loans will be repaid.
  • Write a WDFIYDF policies and procedures manual.
  • Facilitate a consultative workshop to validate the generic WDF and YDF strategy, design and implementation work plan that seeks to reach a consensus between the LGA Development Fund Coordination Department (Community Development Department). LGA Loan Committee and the Council Management Committee and their ownership of it.

Assist the LGAs with the following:
A proposal to strengthen timely provision of the budget allocation of the 8% of LGAs’ "own-source" revenue set-aside for the WDF and YDF, according to the Ministry guidelines. Develop a system that will help LGAs to supervise, monitor and report on WDF and YDF loan performance, repayment, arrearage and default for LGA reporting and data purposes.

  • Write administrative procedures that will guide the management of WDF and YDF funds.
  • Prepare a communication strategy to publicize WDF and YDF loan application eligibility requirements application procedures and policies
  • Prepare a capacity building plan (training plan) for the Community Development Departments that manage the WDFs and YDFs.

Required Qualifications:
The ideal consultant will be micro-finance revolving loan credit design and operations managers, with local government experience. The Consultants will have the following skills and qualifications:

  • Micro Finance Institutional design, procedural and operational managerial experience, and background in entrepreneurship, policy design analysis and reform process monitoring and reporting system development, sensitization and awareness meetings and consultation, training and workshops at the LGA level;
  • Ability to design microfinance products including loan and saving products:
  • 5+ years of experience working within Local Government Authorities (LGAs) in an organizational or planning role (and, preferably with experience in needs assessment, project management and micro-finance and enterprise development), Experience in stakeholder engagement, consultation, and facilitation;
  • Well developed writing skills in English and the ability to express them self clearly and concisely:
  • Training skills, including participatory training in group settings: Self-motivated, proactive, detail-oriented mature professional team player, who is a strong people person and communicator with good inter-personal skills:
  • Ability to address issues challenges, questions, and concerns in a professional respectful, logical, and timely manner;
  • Good computer skills in MS Office.

Deliverables
The Consultant will submit the following deliverables:

  • A proposal to strengthen timely provision of the budget allocation of the 8% of LGAs’ “own-source" revenue set-aside for the WDF and YDF, according to the Ministry guidelines.
  • Develop a system that will help LGAs to supervise monitor and report on WDF and YDF loan performance repayment, arrearage and default for LGA reporting and data purposes.
  • Write a policies and procedures manual that will guide the management of WDF and YDF funds.
  • Prepare a communication strategy to publicize WDF and YDF loan application eligibility requirements, application procedures and policies.
  • Prepare a capacity building plan (training plan) for the Community
  • Development Departments that manage the WDFs and YDFs. Minutes of meetings training and workshops conducted during the assignment.
  • A Final Report to assist the LGAs and ENGINE implement the reform processes required to improve management of the WDFs and YDFs.

End of the Assignment:
In addition to deliverables mentioned above the Consultant will provide exit debriefings to respective LGAs. ENGINEIUSAID as well as PO-RALGs Management Teams. Interested bidders must provide the following information:

  • A detailed portfolio of work or examples of prior work.
  • Proof of company, as customary per Tanzania and business registration, e.g. TIN. VRN business license or company registration certificates
  • The methodology work plan and timeline for undertaking and completing the assignment Validity of the proposal provided
  • A list of recent contracts performed tor a similar range of services including the names and e-mail addresses of the organizations for verification if needed.
  • Availability over the specified period.
  • The cost must be quoted in Tanzania Shillings.
