Chemonics International seeks a Director of Monitoring, Evaluation, and Learning (MEL) for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden and moving Tanzania closer to malaria elimination.

The Director of Monitoring, Evaluation, and Learning will be responsible for leading data collection and analysis and will provide overall leadership to ensure that all reporting deliverables are completed on time and in a high-quality manner. Please note that this position is contingent upon the successful award of the Malaria Vector Control Activity to Chemonics. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This position is expected to be based in Dar es Salaam, Tanzania, and will report to the Chief of Party (COP). Tanzanian nationals are strongly encouraged to apply.

Responsibilities:
• Work closely with the COP, Technical Director, and technical staff on annual planning, determination of activity outputs, outcomes, and results, as well as other measurable indicators
• Lead the design and implementation of the program monitoring and evaluation framework, and information system to track implementation progress, performance against targets, project outcomes, and impacts
• Lead analysis of routinely collected data to assess progress and areas of improvement.
• Establish and utilize platforms for timely data review and use and develop a culture of data use to guide implementation targeting.
• Lead the development and maintenance of digital data collection tools; and ensure reporting of relevant activity indicators to the Ministry of Health.
• Create an environment across project intervention zones and activities that encourage timely data inputs into the central data system and usage of data for decision-making at the regional, district, and national level
• Lead design and implementation of data systems to track ITN coverage and use; to assess net durability and vector susceptibility
• Implement a project Collaborating, Learning, and Adapting (CLA) approach that will integrate outputs from analysis of routinely collected data; lessons learned and best practices; and entomologic surveillance activities.
• Participate in national malaria M&E technical working groups.
• Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations
• Performs other duties and responsibilities as required

Required Skills and Qualifications:
• A university degree (bachelor’s or higher) degree in Public Health, Social Science, or a related discipline. Master’s degree in one of these fields is strongly preferred.
• At least five (5) years of experience designing and implementing Monitoring and Evaluation activities for public health programs in developing countries, preferably on USAID-funded programs in Tanzania or the region
• A firm command of M&E principles and challenges with respect to improvements in the quality of integrated service and support programs
• In-depth knowledge of USAID reporting requirements
• Proven experience analyzing similar data and applying information to improve project implementation
• Proficiency with statistical software used for data analysis such as SPSS, STATA, or other data software
• Excellent written and oral communication skills
• Demonstrated leadership, versatility, and integrity
• Fluency in English is required, Swahili is desirable
