JOB DETAILS:
The Job Holder is responsible for coordinating and leading on the field engineering of EITS systems and the corresponding contractors activities. It includes responsibility over:
• Monitoring and Controlling of the performance of the Contractors EITS related activities work against the worktime schedule ensuring schedule critical activities and purchase receives the required attention ; avoiding knock-on effect on interfacing construction contracts
• Attend at the Factory Acceptance Test of all the EITS equipment pursued by the Integrated System Tests (iFAT), supervision of the EITS technical building fabrication and outfitting work (96 technical buildings, 73 HV/LV transformers and associated HV/LV switchgears, 23 Telecom and security systems),.
• Site installation by Construction Contractors of EITS systems equipment/building, hook-up and pre[1]commissioning of all the EITS equipment, overseeing EPCm for the commissioning of EITS systems and demonstration of the performance and availability of EITS systems.

ACTIVITIES
With full delegation from Field Engineering Manager,
• Support monitor and verify the contractor’s progress on EITS systems, and, in particular EITS Contractor in coordination with EITS Package Manager.
• Monitor and approve deliverables generated by the EITS Contractor against the Master Document Register
• Liaise with all concerned contractual and technical specialists involved in the contractual or technical development / management of the EITS contract. Coordinating and interfacing with other Project development entities (Engineering, Operations, HSEQ, E&S team and Commercial & Legal groups).
• Timely report to the Package Managers, assisting them, as required. Participate to meetings with partners, authorities and other stakeholders as required. Reviewing and recommending EITS organisation arrangements as the project develops.
• Oversee all engineering works to ensure continuity across packages. The detailed design phase will focus on optimisation of the design and ensure the HSE impacts are managed to minimise risk.
Also,
• Identify project risks and implement agreed mitigation measures as required
• Engage in cost reduction initiatives striving to optimize costs and achieve value at every opportunity
• Provide guidance and input into Contractor strategies/procedures with respect to the EITS for the design, procurement, fabrication, testing, installation, hook-up and commissioning
• To adopt and demonstrate exemplary behaviour with regard H3SE and H3SE rules implementation
• To adopt and demonstrate exemplary behaviour with regard to Ethics and project “code of conduct” policy
• To build on and account for previous project experiences (REX+) and to gather ‘lessons learnt’
• To carry out any other duties or tasks that may be required by the position.

CONTEXT AND ENVIRONMENT
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than end of 2025;
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
• In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.

Job Location: Dar Es Salaam, Tanzania with missions to EITS Contractors locations and Construction Sites.

ACCOUNTABILITIES
Satisfactory completion of fully compliant EITS Systems in terms of quality of work, schedule and budget in a “Ready For Start-up” / “Ready to Operate” status. Integrate all elements of the project pertaining to his activities with utmost respect for the environmental and societal situation, also ensure technical and execution risk are ALARP. Ensure the works are planned and conducted safely. Organise and Control the performance of the contractor(s).

Qualifications and Experience Required
• Degree: B.Eng. (or equivalent formal qualification) in a recognized Engineering discipline, registered engineer or licensed professional engineer
• Minimum 15 years of experience in Oil &Gas Industry with similar large scale projects & environment.
• Detailed understanding and knowledge of EITS systems, including experience to specify and select
• Ability to work in a multi-cultural business environment. Good interpersonal and communication skills.
• English as mother tongue or Fluent in English (speaking and writing).
• Competency within industry applications such as Assure, OMIE, Aconex, PowerBI, PRISM, SharePoint, P6, MS Project, Adobe, MS Office; Word, Excel, PowerPoint, Visio
• Demonstrated knowledge and understanding of interface management within complex projects,
• Demonstrated proficiency of Risk Management, Controls, and implementation of mitigation strategies.
• Experience of working within Engineering, Procurement and Construction delivery of similar facilities/areas
• Experienced in developing, building, motivating & managing an effective team to support Project Delivery.
• Excellent people management skills such as leadership, team, interpersonal, coaching & mentoring
• Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities
