The International Executive Service Corps (IESC) is a Washington, DC-based economic development not-for- profit organization that provides technical assistance to public sector institutions and private sector companies around the world. IESC has contributed successfully to the growth and development of private enterprises in more than 130 countries since its inception in 1964.

JOB DETAILS:
Introduction
Within the Tanzanian context, IESC is the main implementer of the Feed the Future Tanzania Enabling Growth through investment and Enterprise Program (ENGINE), launched in September 2016. ENGINE is a four-year initiative implemented by the Volunteers for Economic Growth Alliance [VEGA] consortium and managed by the International Executive Service Corps [|ESC). IESC is supported by Mennonite Economic Development Associates (MEDA), the international City County Management Association (IMCA) and Diligent Consulting Ltd.

ENGINE works at the district level using a broad-based approach to engage with district Local Government Authorities (LGAs), private sector associations, business development service providers, financial institutions and small and medium enterprises. The program's activities are divided into three main components:

Component 1: implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.

Component 2: Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (EDS) in Tanzania.

Component 3: Access to finance for growth. Broaden access to finance for small and medium-sized enterprises [SMEs); especially women and youth entrepreneurs and those working within agricultural value chains. to facilitate increased investment and growth.

ENGINE Program is looking to engager short term consultant to work on the programs areas mentioned below.
Proposed Level of Effort: 4 Weeks in each District Anticipated start Date: Late August 2018

Objectives of the Assignment
The objective of this assignment is to review and develop a new Five-Years Strategic Plan for KyelaDC and Kilosa DC that aligns with central governments framework and based on the development options available within the LGA to guide broad and inclusive growth in a sustainable manner for of the next 5 years,

Responsibilities
Specifically, the Consultant will:

  • Review the previous strategy documents and reports, consult the key stakeholders and review the legislations policies governing strategy development and service delivery at the Local Government Agencies such as D by
  • Assess the status of implementation of the previous strategy and identify the key challenges/problems in strategy development and propose the most appropriate methodology given the circumstances for approval by the key stakeholders.
  • Prepare and submit an inception report and facilitate a workshop to agree on methodology and approach on how to organize and manage the strategy.
  • Conduct a detailed assessment on external and internal environment in consultation with key stakeholders to:
  • Conduct and segment the key stakeholder expectations (public or private) using thematic discussion groups identify key gaps and capabilities
  • Facilitate a consultative workshop to identify the key SWOTs or SWOCs and define a way forward, key outcome and assess whether the current vision is still valid given the circumstances
  • Present the workshop deliberations to LGA Council and the ENGINE for consideration and validation
  • Facilitate thematic groups in the identification of the targeted outputs and key activities together with the likely inputs. The definition of output should include key performance indicators and sources of data and means of verification.
  • Present a work plan and cost estimates in line with the Medium-Term Expenditure Framework to the Council Management Team and the Council in consultation with the ENGINE
  • Prepare and submit a strategic plan document containing a strategy, work plan and cost estimates, implementation and monitoring arrangements as well as the priority strategic management gaps that should be addressed as part of preparation. It should also include transitional arrangements and guideline on baseline data collection to enable the monitoring and evaluation of achievements.
  • Facilitate a final strategy validation meeting

Required Qualifications:
The ideal Strategic Planning expert will have the following skills and qualifications:

  • 5+ years of experience working within a developing country, particularly at the Local Government Authority level;
  • Track record of Strategic Plan formulation for Government institutions, preferably at the Local Government Authority level;
  • Excellent planning skills;
  • Understanding of the Local Government Authority working environment and participation in multi-cultural planning teams;
  • Self-motivated, proactive, detail-oriented, mature. professional team player, who is a strong people person and communicator, with good inter-personal skills:
  • Ability to address issues, challenges, questions and concerns in a professional, respectful, logical, and timely manner;
  • Works well in highly political environments;
  • Well-developed writing skills in English and the ability to express yourself clearly and concisely;
  • Good computer skills in MS Office.

Deliverables

  • The Consultant will submit the following deliverables: inception report highlighting approach methodology of the assignment inception workshop proceedings indicating agreed steps by LGA and roles & responsibilities in accomplishing the assignment.
  • Draft SP that will help LGA in their daily functions and responsibilities linked to D by D
  • Validated SP for 2019/20-21/22
  • Guideline on Base line data collection and strategy management capacity building plan

To meet this assignment objective, the Consultant is expected to use a participative and collaborative approach based on action learning. The Consultant is expected to train and transfer knowledge. Skills, attitudes and technology to Kyela DC and Kilosa DC staffs so that by the end of the assignment staff have the capacity to undertake a similar assignment in the future. The deliverables must be realistic and achievable, conforming to the Kyela and Kilosa context.

End of the Assignment:
In addition to deliverables mentioned above. the Consultant will provide exit debriefings to Kyela and Kilosa District Council and ENGINE.-'USA|D management interested bidders must provide the following information:

  • Company profile and CV, detailing experience.
  • A detailed portfolio of work or examples of prior work.
  • Proof of company, as customary per Tanzania and business registration, e.g. TIN, \-“RN business license or company registration certificates.
  • The methodology work plan and timeline for undertaking and completing the assignment.
  • Validity of the proposal provided.
  • A list of recent contracts performed for a similar range of services, including the names and e-mail addresses of the organizations, for verification, if needed.
  • Availability over the specified period.

The cost must be quoted in Tanzania Shillings.
