JOB DETAILS:
1. Supports strategic health communication activities – 60%
The incumbent reviews, writes, edits, and/or leads the creation of an array of communications products and artifacts, including (but not limited to) briefings, speeches, event schedules, news releases, success stories, talking points, op-eds, short summaries, blogs, etc.

The incumbent analyzes and evaluates program needs to advise leadership of the information that should be made available to the public or approaches to take to attain CDC Tanzania goals.

Job holder works closely with technical teams, interagency, and other partners in development of communication materials such as infographics, success stories, cables, briefing report, fact sheets, site briefs, and activity reports.
The incumbent uses a variety of methods and techniques in achieving communication goals such as news releases, radio and television scripts, social media outlets, feature articles, exhibits, brochures, pamphlets, etc.

The incumbent provides strategic and timely advice on high-profile or sensitive internal or external communications issues, including potential reputational risk issues, and keeps abreast of relevant developments in the global health arena.

The incumbent analyzes context, situation, and environment to develop goals and objectives for CDC-wide communication and marketing program and projects that are integrated with agency goals.

Hob holder ensures that health communication and marketing products comply with legal and regulatory requirements and meets customer needs; researches and determines or recommends appropriate actions for unresolved problems or organizational issues that impact CDC and performs follow-up.

Job holder also ensures that all health communication and marketing activities successfully address cultural, socioeconomic, and linguistic challenges by considering the diverse interests, needs, concerns, and priorities among different segments of the population.

Job holder serves as expert advisor regarding the translation of complex scientific concepts and data to the general public and various constituencies.

Job holder utilizes multiple communication channels, including the media, for proactively disseminating health messages within integrated, comprehensive communication and marketing campaigns and interventions.

Incumbent coordinates health communication and marketing support for integrated communication and marketing programs and interventions; prepares materials for campaign or program work for diverse audiences including the news media; presents health communication briefings or presentations to various groups to include federal, state and local constituents. The job holder also develops and manages systems that ensure CDC brand and identity standards are met and clearance processes are followed, and provides consultation, technical assistance, and training on translation and dissemination to internal and external groups (e.g., CDC staff, state partners, international partners) to facilitate national or international efforts.

2. Maintains CDC Tanzania website, social media accounts, internal SharePoint site, and multimedia exhibits - (20%)
Job holder collaborates with CDC Atlanta to develop and maintain a uniform look and feel for the websites and all other social media.

Job holder collaborates with partners and CDC staff to locate, write, and publish (online) success stories.
Incumbent ensures that the website is current and accessible to all in accordance with disability guidelines.
Job holder strategizes and creates multimedia products to engage stakeholders around the CDC Tanzania’s core mission and impact. This includes planning interagency photo exhibitions, human interest stories and documentaries.
Job holder promotes, guides, conducts, and supports audience research and evaluation of communication and marketing programs, including formative, process, and outcome evaluation and qualitative and quantitative methods. Promotes the use of communication and behavior change models, use of “best practice” and established communication planning principles and processes.

3. Establishes and maintains relationships with other communication stakeholders - (20%)
The incumbent will engage with implementing partners, NGOs, and multi-lateral communication points of contacts in order to coordinate and plan communication activities.

Job holder collaborates with CDC HQ, interagencies at post, and Embassy Public Affairs Office to ensure consistent and timely translation of USG information and to ensure coordinated response to public and media inquiries.
Job holder establishes, develops, and maintains effective working relationships across CDC programs; represents the organization with a variety of CDC and functional area organizations; meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Incumbent builds linkages and fosters joint projects of mutual interest within the organization and throughout CDC and with partners, communities, national, and international organizations; represents the organization to the public health community and establishes the organization as a primary and credible source for information regarding specific health information.

Incumbent coordinates with other CDC centers on health media production (e.g., graphics, broadcast production), risk communication activities, marketing campaigns and activities, publications for professional and public audiences, electronic health communication and marketing activities (e.g., web, podcasts), and partnerships and strategic alliances.

Job holder collaborates with other organizations to provide expertise and support related to health communication and marketing functions and activities.

Job holder follows standard operating procedures to ensure effective cross-function collaboration with staff on health communication and marketing, media relations, health policy, and issues management functions.

Qualifications and Evaluations
Requirements:
EXPERIENCE: A minimum of 5 years progressive experience with a focus in Health Communication is required.

JOB KNOWLEDGE: Extensive knowledge of the mission, goals, objectives and the organization of CDC and how they relate to the policies, practices, procedures and regulations, which affect the way the organization operates at the local, national and international level.

Knowledge of communication principles, methods, practices and techniques; analytical methods; and interpersonal relations practices. Knowledge and skill to analyze public reaction to CDC Tanzania programs and policies in developing recommendations that significantly modify CDC Tanzania major program and policies; and integrating diverse points of view in a communication plan in establishing and maintaining mutual understanding with various CDC Tanzania audiences.

Expert knowledge of health communication and marketing goals and objectives, primary and secondary data sources, environmental scanning, need assessments, and health/risk communication to identify information gaps/needs and opportunities; define and analyze target audiences; manage staff and partners to formulate communication and marketing strategies; oversee health communication and marketing programs, and outreach and partnership efforts; and lead professionals in translating complex and controversial epidemiologic and medical information.
Comprehensive understanding of USG global health programs: Global health security, malaria, HIV, TB, etc.

Comprehensive knowledge of host government and international public health systems is required, including a detailed knowledge of the structure and operations of the national and local media, the environment for health care delivery in Tanzania, structure and function of endemic and international NGOs providing public health services in Tanzania, and other collaborating and donor agencies in Tanzania with CDC supported programs.

Comprehensive knowledge and application of strategic planning and evaluation processes.

Education Requirements:
Masters degree in Public Health, Communication, or Public Relations is required.

Evaluations:

LANGUAGE: Mandatory: Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES: Skills sufficient for presenting ideas in written materials in new ways that will increase understanding among Tanzanian and American audiences with varying levels of comprehension of CDC Tanzania programs and policies, or opposition or indifference to CDC Tanzania’s program objectives.
Skills sufficient for making on-the-spot presentations about CDC’s programs for various audiences, including scientific and non-scientific audiences.

Skills sufficient to post messages and manage social media accounts for CDC Tanzania
Expert level proficiency is required in oral and written communications skills.
The incumbent must also have strong writing, editing and proofreading skills, including the ability to evaluate and edit content, structure and format of a wide range of written materials.
Incumbent is also required to have advanced computer skills and the ability to use office software packages, including word processing, desktop publishing and spreadsheets.

The position requires well-developed oral communication skills for effective communication of information regarding methodologies and procedures for implementing best practices in program activities.

The position requires well-developed skills for writing and editing of complex materials. Examples of complex written documents include the development of the national health promotion strategy and policy for the National Department of Health, detailed statement of work and reporting requirements for cooperative agreement program announcements; written protocols for program implementation; instructions for compiling program data and incorporating the data into reports in a standardized format; development of the annual country operational plan; and technical reports for the DOH, CDC senior management, the PEPFAR core team, and the Mission Executive Officers on program progress and outputs.
