                                          Individual Consultant - Stress Counsellor
The Individual Contractor will be working remotely for the Human Resources Section of the International Residual

Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will work under the general supervision of OIC, Human Resources Section.

Only candidates under consideration will be contacted for an interview. The selected candidate will be offered a contract as an Individual Contractor.

Terms of Reference for Consultant:
A) Objectives and Targets

The overall objective of the job would be to increase the resilience of UN Staff so that they are more efficient in their work and life, thus promoting a most favourable working environment.

Specific goals::
• Preventing intensity, frequency, duration of stressors within the organization and at individual
level for general staff and for the management.
• Mitigating psychological vulnerability and improving stress monitoring and coping mechanisms by identifying and evaluating the main factors contributing to its development, conducting trainings based on the Psychosocial Needs Assessment Survey such as stress management, resilience, and other stress-related topics.
• Intervening to prevent long-term effects by providing counselling and refer to external mental
health professionals when UN personnel needs additional support.
o Referral to external mental health professionals (psychologist/psychiatrist) when middle and
longterm mental health support is needed.

B) Tangible outputs of the work assignment
1. Prevention/Mitigation:

• Conduct psychosocial needs assessment (PNA).
• Conduct trainings based on the findings of the PNA and referral when needed.
• Provide training and information sessions on a wide range of stress-related issues, such as "stress management", "resilience" "preventing burnout" or any other as needed,
• Provide adequate primary and secondary Counselling Services.
• Perform individual assessments in the case of individual staff members experiencing difficulty
coping and/or presenting mental health-related symptoms or syndromes. Managerial
Consultations:
• Advise Chiefs of Section upon request, with the aim at improving the working atmosphere in their
Section and resolving problems of a work-related or personal nature that adversely affect job performance and productivity. Response:

• Provide psychosocial support after a critical incident and refer to external mental health
professionals whenever and wherever there is a need for it.
• Monitor environmental factors that could lead to stress, with particular focus on stress related to
critical incidents including emergency and crisis situations, with respect to civilian staff members
of the mission.


1. Recovery:

• Follow-up of any psychosocial support provided
• Lessons learnt and best practices.
1. Provide monthly reports of activities.



C) Delivery
The Stress Counsellor will work remotely, 2 days per week, covering the needs coming from different
selected locations.
Should the stress counsellor need to travel to any of the IRMCT locations, all the travel expenses will be covered by the agency.

1. D) Performance indicators
OIC Human Resources will evaluate work product on the basis of submission of monthly reports.


E) Fee for Service
Two working days per week payable on a monthly basis with a daily fee of 350 USD.

Qualifications/ Special skills:

Education: Bachelor's or Master's degree in Psychology is required.
Experience: Minimum of 5 years of responsible experience in clinical psychology.
Language: English and French are the working languages of the IRMCT. For this position, fluency in English is required. Working knowledge of French is an asset.
