JOB DETAILS:
UNICEF supported the development of the NAIA over the last three years, working in close collaboration with the Bill & Melinda Gates Foundation, the UN family and NGO partners. The NAIA is a detailed document with detailed activity costing and results framework by pillar and coordination and implementation structures. But NAIA is cross-cutting, and stakeholders come from many different sectors hence coordination will be key. MOCDGWSG Child Development unit has been given the overall responsibility to coordinate the implementation of NAIA through a NAIA secretariat and has requested dedicated technical assistance for support to drive the process forward. The consultant will be based in MOCDGWSG office to support the day-to-day activities related to coordination of NAIA implementation with various stakeholders.

This assignment will include the following components:
• Support the development of a detailed NAIA implementation plan with key line ministries and non-government stakeholders with targets, indicators, M&E framework, mapping of current programmes and gaps, existing M&E systems and linkages with other sectoral plans. This will include:
• Develop the detailed implementation plan drawing on expertise from within the MOCDGWSG
• Review the plans of key ministries and multi-sectoral plans for linkages with NAIA in terms of planning and budgeting, financing, information/data collection, reviews and evaluation, and coordination and opportunities to incorporate NAIA activities.
• Support MOCDGWSG to mobilize resources for consultations
• Support the organization of consultations with key stakeholders, NAIA taskforce and adolescents
• Organize a validation workshop with key stakeholders
• Facilitate the finalization of detailed implementation plan with required approvals
• Facilitate the translation of the detailed implementation plan in Kiswahili
• Develop standard briefing materials for government, media and CSO on the NAIA
• Support the resource mobilization efforts to finance the detailed implementation plan. This will include:
• Support MOCDGWSG to coordinate with other sectoral ministries to identify activities under NAIA which are already included and financed in sectoral plans
• Support MOCDGWSG to advocate with Ministry of Finance to include NAIA in the planning and budgeting guidelines and ceilings at national and subnational levels
• Identify financial gaps (4 years) based on available resources from the government and financial commitments from different ministries
• Support MOCDGWSG to share detailed implementation plan with financial gaps with Development Partners and request them to explore potential support
• Identify the partner/s to financially support the Development Partners’ Forum event
• Organize the Development Partners’ Forum to raise funds for 4 years with financial commitments from partners to support the NAIA implementation.
• Support orientation to regions and LGAs on NAIA and its implementation plan:
• Support MOCDGWSG to identify government resources and resources from partners to financially
• Support MOCDGWSG to coordinate with PORALG and develop a core group of government staff for orienting regional authorities on NAIA, detailed implementation plan and reporting mechanisms (who in return will orient the districts and wards)
• Follow up with PORALG to support LGAs to include budget for NAIA in MTEFs
• Support the operationalization of coordination structures:
• Draft TOR for National Secretariat and National Technical Committee (including participation of adolescents)
• Organize the first meeting to orient National Secretariat, review TOR and define mechanisms, roles and responsibilities for implementation
• Support the National Secretariat to organize quarterly meetings and document the minutes
• Support the National Secretariat to follow up on the action points from quarterly meetings
• Support National Secretariat members to orient different working groups on NAIA, ensure linkages with sectoral plans and reporting to National Technical Committee
• Strengthen linkages with different technical working groups including secretariat for NPA VAWC and the AYAS
• Support National Secretariat to organize first National Technical Committee meeting and document the minutes
• Support National Secretariat to establish reporting/communication mechanisms to ensure key results are compiled for reporting
• Support MOCDGWSG to organize NAIA taskforce meetings as required and document the minutes
• Compile the key results for reporting from different channels
• Ensure adolescent participation in the NAIA implementation and coordination process:
• Ensure participation of adolescents in the development of detailed implementation plan
• Support MOCDGWSG to identify 3 adolescent representatives for National Secretariat and National Technical Committee based on the TORs
• Ensure participation of 3 adolescent representatives for National Secretariat and National Technical Committee
• Follow up with PORALG to ensure participation of adolescents at local coordination levels (utilizing existing system of Councils)

To qualify as an advocate for every child you will need to have the following…
• A consultant to undertake this assignment will have the following qualifications and experience:
• Advanced university degree in public health, social science or related field
• At least 5 years’ technical experience in
• adolescent health and well-being programming. programme management, policy analysis, partnership management and coordination of substantive projects; and 3) experience of working in or with government at national level.
• Experience of working with multi-sectoral teams in development sector
• Excellent inter-personal and coordination skills
• Excellent programme performance planning, monitoring and reporting skills
• Professional technical and non-technical writing and editing
• Good command of spoken and written English and Kiswahili
