Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Public Health Specialist (Surveillance/Epidemiologist) Specialist at CDC.

Duties
The Surveillance/Epidemiologist Specialist works under the direction of the Surveillance Team Lead as a key public health advisor to the Team Lead, and also to the Science and Surveillance Branch Chief. The major focus of the position is the development, implementation, monitoring, and scientific writing of HIV/AIDS epidemiologic studies, operational research, and targeted evaluation projects in Tanzania. The job holder’s responsibilities include day to day program management, and coordination and collaboration with other PEPFAR agencies to ensure that project implementation addresses program strategic objectives and internationally recognized public health standards and best practices. This management role requires public health technical leadership, results-oriented analysis, advocacy, and constant and clear communication with implementing partners. The incumbent serves as the primary CDC contact for assigned implementing partners for issues related to CDC-supported epidemiologic studies and surveillance program activities, and s/he serves as a leading technical expert within the U.S. Government interagency technical team. The incumbent serves as Activity Manager for surveillance, survey and epidemiologic study components of multiple CDC supported cooperative agreements in Tanzania. The incumbent serves as a primary contributor to the planning, development, and review of surveillance and epidemiology components of the annual Country Operational Plan (COP) for Tanzania and identifies linkages for these program activities within other PEPFAR program areas. The incumbent monitors and evaluates progress of projects, identifying technical, personnel, logistical, and financial problems and makes or recommends revisions as necessary to overcome obstacles and constraints to progress. The job holder represents CDC Tanzania on HIV surveillance and epidemiologic issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies, and senior counterparts in the Government of Tanzania (GoT). The incumbent identifies training needs and participates in the development, implementation and evaluation of training courses for partner organizations. This position is also responsible of providing scientific and epidemiological oversight of the design, implementation, and dissemination phases of scientific projects. This role will include analysis of complex survey data from epidemiological and surveillance assessments, analysis of individual-level clinical and laboratory data, and analysis of aggregate program data. The incumbent will also author scientific documents including protocols, manuscripts, and abstracts, and will be responsible for reviewing, editing, and proving feedback on the work the work of other CDC Tanzania technical staff in the office, implementing partners, and government counterparts.

Qualifications and Evaluations

Requirements:
EXPERIENCE: A minimum of five years of progressively responsible work experience in epidemiology and/or public health programs, including a minimum of 3 years’ experience in HIV/AIDS which includes analysis of epidemiologic data and/or research studies is required. Past experience will demonstrate the incumbent’s ability to consult and collaborate effectively with all levels both within and outside the agency.

Assignment of tasks, direction, and review of activities and progress will be provided by the Surveillance/Epidemiology Lead in CDC Tanzania. However, as an expert in the field of HIV epidemiology and surveillance, the incumbent will be expected to function with minimal supervision. Completion of tasks and assignments will be reviewed regularly through required written reports and oral progress reports.

JOB KNOWLEDGE: Comprehensive knowledge and experience in epidemiology, disease surveillance and HIV/AIDS issues is required. An in-depth knowledge of the range of HIV epidemiologic and surveillance programs and studies, policies, regulations and precedents applicable to development and administration of national/international public health programs is required. Detailed knowledge of the host government health care system and structures, including familiarity with MOH policies, program priorities and regulations is required. In-depth specialist knowledge of U.S. government HIV public health programs and strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of epidemiologic and surveillance programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.

Education Requirements:
Graduation from an accredited university with a PhD in public health, epidemiology, medical science is required.

Evaluations:
LANGUAGE: Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES: Excellent oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international health partners are required. The ability to lead results-driven project teams and workgroups is required. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
