Tanzania Extractive Industries Transparency Initiative (TEITI) is a multi-stakeholder initiative that aims to increase transparency and accountability in the extractive industries in Tanzania.The Government of Tanzania is committed to the Principles and Criteria of the Extractive Industries Transparency Initiative (EITI), a global standard for revenue transparency and a global coalition of governments, companies and civil society organisations. 35 resource rich countries are implementing the EITI and have committed to disclose company payments and government receipts of taxes and revenues from the extractive sector. Tanzania was accepted as an EITI implementing country by the EITI International Board on 16 February 2009. The TEITI-Multi Stakeholder Group (MSG) – comprised of 16 representatives from the government, companies and civil society – oversees implementation of EITI in Tanzania. The TEITI-MSG is supported by the TEITI Secretariat which is responsible for the daily coordination and implementation of activities under the guidance of the TEITI-MSG.

In the period June 2010- June 2011, TEITI has made significant progress with implementation. The first reconciliation exercise took place in the second half of 2010 and the 1st TEITI report was officially launched on 11 February 2011. The report discloses payments made by the major mining and gas operating companies to government for the period of 1 July 2008 to 30 June 2009. Following the publication of the report, TEITI has begun an extensive dissemination campaign with the aim of communicating the findings of the report and generate public debate.

In the first half of 2011, TEITI has concentrated on the EITI Validation process which is the independent assessment of TEITI implementation against the Principles and Criteria of the EITI. The final TEITI Validation report was submitted to the EITI International Board on 15 May 2011. TEITI remains enormously grateful for the technical and financial supports which have helped to achieve these outcomes.

In the period June 2011-June 2012, TEITI’s activities will focus on completing the dissemination of the 1st report, including a number of workshop and outreach events in more than ten districts across Tanzania. Terms of reference for the 2nd TEITI report disclosing payments and revenues received in the period July 2009 – June 2010 have been developed, and the 2nd reconciliation exercise, which includes a comprehensive scoping study, is expected to start in August 2011. The production and dissemination of the 2nd TEITI report will be key to achieving EITI compliant status. TEITI has started the process of reviewing the legal and regulatory framework with the aim of having an EITI law in place in 2012. TEITI will also review the governance structures of the MSG ahead of the nomination of new MSG members in late 2011. Another area of activity will be outreach to Artisanal and Small Scale Miners (ASM) with the view of incorporating this sector into the EITI process and potentially inclusion in the 3rd TEITI report. Work towards the 3rd reconciliation exercise is scheduled to start in February2012 and is expected to be completed in August 2012. Outreach to key stakeholders and the wider public will continue to be a priority in the coming year to ensure widespread awareness and support for TEITI activities.

In the long term (July 2012- June 2015), TEITI will continue to implement the EITI in accordance with EITI Requirements. Reconciliation reports will be produced on an annual basis. Each reconciliation report will be widely disseminated through public awareness workshops, in media and other means. As TEITI progresses in the reporting cycles, it will seek to increase the scope and coverage of the programme. Within this long-term time frame, TEITI will also complete the legal review. Depending on the findings, TEITI might be established as a separate legal entity. This institutional set-up will be a key long term activity.
