JOB DETAILS:
WHO is providing financial and technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) as well as the MOH in Zanzibar to strengthen response measures aimed at mitigating the impact of COVID-19 on human lives. A critical component of response in COVID-19 is Logistics Management. In this regard, WHO wants to recruit temporary staff to support logistics activities for COVID-19 response at the national level, and sometimes at sub national levels when needed. In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will implement technical activities directed towards logistics of outbreaks and health emergencies, support quantification and forecasting of health products needs of the country, maintain overall situational awareness of the event as well as the location and status of all deployed resources as well as Facilitate procurement of supplies including treatment kits (local or international). Recruited staff may be deployed to the regions (as per needs) to support the regions as per the TORs below. In the country of assignment, reporting to the Team Lead, and based on priorities set by the Incident Manager and the WHO Head of Country Office, and working closely with other logisticians, the incumbent will act as a logistics expert for the WHE programme. The incumbent will work in close collaboration with relevant technical officers at the national level. .

Summary of Assigned Duties:
• Support establishment of and provide operational guidance on regional level response coordination structures including all critical IMS functions with relevant regional level staff.
• Support regions to conduct regular risk assessment for COVID -19 to inform the response planning.
• Support development of regional level COVID – 19 response plans.
• Support mentorship of Rapid Response Teams at regional level.
• Support stakeholders mapping and engagement at the specific region.
• Support local resource mobilization in the region and develop implementation budgets.
• Guide establishment/convening of regional task force on regular basis, and specific technical subcommittee meetings on daily basis during response.
• Participate in daily coordination meeting at regional level and provide guidance on response interventions Support the region to develop daily reports/situation reports for submission to national level.
• Ensure effective coordination and communication with WCO.
• Lead effective coordination and communication of partners’ response efforts at the region.
• Prepare final debriefing note/report of response missions.
• Participate in regional Rapid Response Teams missions to investigate alerts and cases of COVID -19.
• Monitor implementation of response activities within the region
• Any other duties as assigned by the Supervisor.

Specific Requirements
• Essential: Excellent knowledge of English.
• Desirable: Working knowledge of Swahili, Knowledge of French or other UN language is an asset.
• Essential: First level university degree in Medicine, Environmental Health, Nursing or Public Health from an accredited/recognized institute.
• Desirable: Advanced university degree in, public health, field epidemiology or related field.
• Essential: At least two years’related experience in outbreak or emergency response interventions in any region in the country.
• Desirable: Prior humanitarian working experience at field level in management of disease outbreak or any public health emergency
• Demonstrated knowledge of Health Emergency Management including Incident Management System and national health system.
• Proven ability to multitask across planning and implementation processes within a highly demanding environment.
• Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic response with attention to application of an all hazard approach in the context of the International Health Regulations.
• Skills in emergency response planning and coordination and monitoring.
