JOB DETAILS:
WHO is providing financial and technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) as well as the MOH in Zanzibar to strengthen response measures aimed at mitigating the impact of COVID-19 on human lives. A critical component of response in COVID-19 is Logistics Management. In this regard, WHO wants to recruit temporary staff to support logistics activities for COVID-19 response at the national level, and sometimes at sub national levels when needed. In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will implement technical activities directed towards logistics of outbreaks and health emergencies, support quantification and forecasting of health products needs of the country, maintain overall situational awareness of the event as well as the location and status of all deployed resources as well as Facilitate procurement of supplies including treatment kits (local or international). Recruited staff may be deployed to the regions (as per needs) to support the regions as per the TORs below. In the country of assignment, reporting to the Team Lead, and based on priorities set by the Incident Manager and the WHO Head of Country Office, and working closely with other logisticians, the incumbent will act as a logistics expert for the WHE programme. The incumbent will work in close collaboration with relevant technical officers at the national level. .

Summary of Assigned Duties:
• Build capacity of front-line health care workers in IPC and WASH through on-site mentorship and supportive supervision.
• Strengthen overall IPC competencies at health facilities through training of practitioners in IPC and Health Care Waste Management and conducting simulation exercises and assessing isolation units’readiness. This will also include use of online platforms to deliver these trainings (zoom, google hang-out, etc).
• In consultation with the Risk communication and Community Engagement pillar, develop timely messages on IPC to be disseminated to the community.
• Reconstitute/reactivate district level IPC committees to better respond to the outbreak.
• Join regional Rapid Response Teams and provide support in IPC/WASH
• Conduct IPC infrastructure assessment in COVID-19 identified isolation and treatment centres.
• Contribute to revision of SOPs, guidelines, and standards on IPC for COVID-19 response
• Perform any task provided by the Incident Manager and the Case Management and IPC team

Specific Requirements
• Essential: Fluency in both Kiswahili and English language.
• Desirable: Working knowledge of other UN language is an added advantage.
• Essential: Minimum university degree in Nursing, Medical Degree, Public Health, Environmental Health, Health Sciences, or another related field. Desirable: A master’s degree in Nursing, Medical Degree, Public Health, Environmental Health, Health Sciences, or another related field related to the functions of the position, from a recognized university.
• Essential: At least 3 years’experience in working in healthcare setting, field epidemiology or emergency management.
• Desirable: expertise in infection prevention and control, within healthcare settings or in the context of outbreaks.
• Demonstrated knowledge and understanding of the dynamics around COVID-19 emergency response; with focus on IPC and/or Healthcare Waste Management
• Experience in supporting Water Sanitation and Hygiene at national or regional level is important.]
• Submission of weekly activity plans and end of week update reports
• Ability to report on the rapid IPC infrastructural and operational analysis of isolation and treatment units of designated facilities. This should include HCWM infrastructure, supplies needs, capacity/no. of beds, staffing needs for HCWM, coordination, diversion of non-essential staff, supplies, equipment, etc.
• Preparation of the end of contract report documenting all activities including gaps and recommendations
