JOB DETAILS:
 Programme: Marine Programme
Reports to: Marine Coordinator with dotted line to TCO Head of Communication Supervises: None

1. Major functions:
To ensure quality and timely delivery of outputs related to communications and awareness rising under the WWF TCO Marine Programme. These include effectively communicating the objectives and achievements of the programme to a range of stakeholders; as well as facilitating knowledge management and awareness rising on issues regarding management and conservation of coastal and marine habitats to various stakeholders for sustainable management of coastal and marine resources. The program also hosts and supports regional initiatives, including the South-West Indian Ocean (SWIO) region and Northern Mozambique Channel (NMCi) Implementation Hub. The Communication Officer, with support from TCO Communications Manager, will work closely with the Marine Program Coordinator to execute the following tasks:

1. Major duties and responsibilities:
• Deliver communications and awareness related outputs stated in programme and projects and WWF TCO strategic Plan;
• Preparing a visibility plan, and review communication and awareness plans oriented around the current ongoing projects with due consideration of social, cultural and religious characteristics of coastal communities;
• Coordinating a diverse awareness programme in conjunction with relevant partners, including design, production & distribution of relevant communications and awareness materials and implementation of appropriate activities and events;
• Promoting wide stakeholder awareness and understanding within the project areas on policies, laws operating procedures and practices relating to marine coastal resources, in this, working closely with the WWF marine programme team, project and programme strategic and implementing partners and network professionals;
• Facilitating knowledge sharing and awareness raising on issues surrounding sustainable ecosystem-based fisheries management amongst coastal communities in the programme area;
• Conducting awareness-raising on the marine environment and sustainable use of coastal and marine resources with much emphasis in Marine Protected Areas (MPAs), Rufiji Delta Mangrove reserve, Collaborative Fisheries Management Areas (CFMAs) including octopus closures, the Man and Biosphere Reserve (MAB Reserve), community-led no take zone areas and citizen science being key programme priorities in advancing present and future conservation work
• Maintaining a relationship with peers in the network, national offices, donors, government parastatals, district officials, partners, a network of relevant communications professionals in in WWF network (e.g., ocean practice, coastal community) and Tanzania across different media and community leaders.
• Leading the development of programme stories, factsheet and fliers to communicate the status of projects and programme to donors, development partners, project partners and other stakeholders;
• Routinely collecting information and photographs during field visits to enable reporting of individual or group ‘success stories’ relating to projects and the Programme activities;
• Producing communications semi-annual and annual technical progress reports and any other reports as may be required;
• Ensuring that WWF social policy are incorporated into relevant awareness raising and educational activities, as culturally appropriate;
• Demonstrating excellent understanding of risk-based approaches to managing media, interviews and general communication compliance on safeguards and social policies;
• Liaising with Programme Coordinator and Communication Manager in developing and maintaining contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) nationally and in SWIO countries (where necessary) to increase coverage of conservation issues in the media (print, broadcast and digital)
• Collaborate with the media by organizing field visits; facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate;
• Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings for projects and progrqamme;
• Provide content for the Marine programme and initiative blogs/newsletter, TCO and Initiative websites/webpage and social media sites (Facebook, Twitter, instagram and YouTube etc).
• Monitor content online and provide guidance, reactions and responses whenever needed. Ensure that the programme makes the best use of technology for key communications activities (e.g., content development for web sites & intranet development, social media and online marketing).
• Ensure timely and quality production of advocacy and branding materials such as periodicals, annual and donor reports, supplements, calendars, briefing notes, Human Interest Stories, picture stories, videos, etc. The Communications Officer will develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
• Events/campaigns: Assist in organizing and generating public support for special events and campaigns to promote strategic conservation goals. Support organization of workshops, seminars, campaigns, events and project review meetings including agendas and meeting minutes. Ensure production of good and quality reports (bulletin, Semi Annual and Annual Reports) for donors, etc in collaboration with Marine Programme Coordinator and team members;
• Work under technical close supervision by Marine Programme Coordinator and TCO Communications Manager in administrative matters
• Identifies and aligns with the core values of the WWF organization: Courage, Integrity, Respect & Collaboration
• Performing any other duties as may be required from time to time by the Programme lead, Communications Manager, Conservation Manager and Country Director;

III. Profile
• Minimum Bachelor’s degree or equivalent in Environmental education, Mass communications, public relations and Advertising or similar;
• Master’s degree on the above qualifications is added advantage;
• At least three years relevant professional experience in communication and / or environmental education, with an emphasis on sustainable natural resources management;
• Experiences in fisheries or marine resources management, sustainable coastal livelihoods will be an advantage;
• Experience in planning, supervising the design and production of awareness materials including printed materials such as brochures and calendars, t-shirts and banners as well as audio visual materials including video production;
• Understanding of, and sensitivity towards, the culture and livelihoods’ context of rural coastal communities in Tanzania is an added advantage;
• A proven ability to work effectively without direct supervision, and to deliver high quality, timely outputs; proven ability to work in a team and willingness to travel regularly and to stay for periods sometimes in remote areas;
• Excellent verbal and written communication skills in both Kiswahili and English and
• High level of computer literacy and technical report writing in English and Kiswahili.

1. Working Relationships
Internal (WWF):
• Reports to: Marine Programme Lead with dotted reporting line to TCO Manager, Communications Will liaise with the WWF TCO Marine Programme Coordinator and Conservation Manager on relevant programmatic and aspects of the WWF TCO Marine Programme; with the WWF TCO Head of Finance and the TCO finance staff team on financial matters; with the WWF TCO Operations Manager on operational issues and the WWF TCO People & Culture Manager on human resources issues;
• interacts frequently with WWF-Network staff, in particular WWF national offices providing funding to the programme.

External:

• Interacts frequently with Government officials, especially from Fisheries Division, Vice-President’s Office, Tanzania Forest Services (TFS) and relevant District authorities in programme operational areas (Rufiji, Kilwa, Mafia, Kigamboni, Mkuranga and Mtwara Rural), SWIO and NMCi Secretariat on relevant regional aspects, partner NGOs, CBOs and communities etc.
