Position Overview:
The Continuous Quality improvement Director’s primary role is to provide senior technical leadership and direction to the HJFMRI-supported SHL and TPDF HIV programs to improve the quality of the HIV services supported by HJFMRI. The CQI Director will lead a core team of CQI advisors that will directly support HJFMRI regional teams to integrate quality improvement comprehensively into HIV prevention, testing, care and treatment, and laboratory services across all levels of the program including community outreach partners, facilities, regions, and the overall SHL and TPDF programs. The CQI Director will also play a critical role in ensuring CQI activities are mainstreamed into every technical area and will lead efforts to engage respective Directors and Technical Advisors. S/he will be based in Mbeya with frequent (up to 40%)travel to the program-supported sites and occasional travel for national-level CQI related activities. The CQI Director reports to the Deputy Executive Director
Primary Duties and Responsibilities
• Provide strategic leadership to build the capacity of regional and TPDF facility teams to ensure quality improvement activities are integrated to program, R/CHMT and facility/ outreach partner levels
• Design, implement, and regularly update a CQI capacity building training program for all levels described above, which may include training of trainers, continuous medical education (CME), on-the-job training, webinars, and other training approaches appropriate.
• With CQI core team, work in close collaboration with CQI officers at regional level, be it HJFMRI staff or CQI coordinators at the Regional Medical Office, and assure consistency of HIV services in supported sites as per established national guidelines
• With CQI core team and other technical directors/advisors in the program, regional district and TPDF teams, as well as R/CHMTs, develop program quality indicators and track them over time, using the results for remediation of gaps and challenges. Lead annual, or more frequent if required, participatory processes to revise indicators to meet changing program needs and latest national guidelines.
• Collaborate with HIFMRI technical leads, regional and TPDF teams, as well as R/CHMTs to develop and maintain an effective and coordinated approach to program monitoring, to include but not limited to HJFMRI supervision(toolsand execution of supervision), SIMS, MER/MOH reporting, facility/community client file reviews (i.e., quality indicators), and client and other stakeholder feedback.
• Effectively collaborate with field based HIFMRI teams and health facility CQI teams to analyze gaps and challenges identified through monitoring described above and subsequently provide technical assistance for remediation/action plans, to include CQI project cycles as and when appropriate.
• Provide overall direction and coordination for the execution of CQI activities, to include but not limited to:
o Revive or newly establish CQI teams at health facility and community partner level and communicate with the teams on a regular basis o Receive Ql reports from R/CHMTs, facility based, and community partners with Ql teams on regular basis, analyze, the reports and provide written feedback to the partner leadership and the HIFMRI management.
o Facilitate and participate in site visits to assess the progress in CQI implementation at community partners’ level and identify ways forward to deal with challenges identified.
o Collaborate with R/CHMTs to identify CQI implementation gaps and develop evidence-based interventions to rectify and maintain quality HIV &AIDS services, o Provide on-site Ql consultations and coaching to supported R/CHMTs and sites, using information gathered during assessments to effectively use CQI methods to improve program quality.
o Ensure availability and use of requisite national and international HIV related policies, guidelines, training manuals, recording, and reporting tools and information, education and communication materials across the program sites and partners.
• Support the HJFMRI technical teams at Mbeya and Dar es Salaam central offices to mainstream CQI in their workplan activities and monitor the implementation of these activities.
• Working with the Mentorship & SIMS Coordinator, ensure SIMS remediation plans are implemented and reports provided to program leadership in a timely manner
• Convene Ql meetings at HJFMRI and partner levels, notably for program staff and representatives of medical and community partners, to cross-share lessons learnt, ensure consistency in program approaches, and to maximize effectiveness in overall program implementation and management.
• Represent HJFMRI in Ql meetingsat local, nationaKMinistry and USG)and international levels to communicate HJFMRI best practices as well as learn from other stakeholders
• Any other duties to support the program as assigned
Required Skills, Knowledge & Experience
• Advanced (masters or higher) degree in medicine, public health, or related field
• MD with a degree in Public Health is an added advantage
• At least five years’ experience planning and implementing HIV prevention, testing, and care and treatment programs supported by PEPFAR
• Four years’ experience implementing HIV quality improvement initiatives is an added advantage.
• Conversant with national CQI policies and guidelines, including the Tanzanian Quality improvement Framework in Health Care
• Strong Interpersonal, oral, and written communication and presentation skills in English.
• Excellent experience and comfort in mentorship, coaching, facilitating, and team building skills.
• Ability to collaborate and delegate effectively and manage multiple project streams in dynamic environment.
• Demonstrable understanding of monitoring and evaluation, especially data analysis
• Experience as a direct supervisor is an added advantage
• Willingness to abide by all ethics and compliance policies of HJFMRI.
