Job Summary
The Head of Data will be responsible for Business Intelligence, Data Management, Data Governance, Model Analytics, Artificial Intelligence and Data science. He/she will have responsibility for the firm's enterprise-wide data and information strategy, governance, control, policy development, and effective exploitation. The head's role will combine accountability and responsibility for data, information governance, and data quality and data life cycle management, along with the exploitation of data assets to create business value.

Job Description

Manage Data Analytics and Artificial Intelligence
Key accountabilities

• Translate country strategy into Medium Term Plans (MTP) and Short-Term Plans (STP) for Data & AI and ensure front end delivery by engaging with key stakeholders on commercial opportunities and insights.
• Lead innovation, transformation, change management and operational efficiency with regards to Artificial Intelligence and data management initiatives.
• Set up and manage an enterprise Data and Analytics Organization for NBC with top class functions to ensure sustainable delivery of AI, Analytics and Data governance.
• Provide input to Enterprise Information Management (EIM) during the development of the overall group wide Data & Analytics strategy.
• Oversee and ensure Alignment with the development of the Analytics architecture, including software, hardware, networks, and key data governance principles.
• Oversee the collection and analysis of NBC requirements for data insights, innovation, business development and reporting.
• Provide tools, methodologies, frameworks, and documentation for team members who must collect business unit requirements to ensure consistent analysis.
• Guide the specification and design of new sources and enhancements to data lake and cloud data marts according to business requirements by overseeing all technical teams working in the Data office
• Ensure that organizational structures are in place to enable Data Governance in NBC e.g., Data stewards and Data Owners and define relevant Enterprise Data policies
• Define and ensure that the core Data Governance disciplines are implemented and maintained.
• Contract resource organizations to conduct training of internal clients on business intelligence, data management, digital transformation and use of cognitive AI solutions
• Guide development of self-service reporting solutions.
• Provide consultation and advice to Risk, Finance & Credit during the development of models.
• Ensure that organizational structures are in place to enable AI transformation in NBC
• Implement proper data analytics to identify and, hopefully, reduce pain points at all stages of the business process, increasing not only profit, but also trust in the eyes of stakeholders and clients.
• Determine where to cut costs and increase revenue based on insights derived from data.
• Effectively communicate the status, value, and importance of data analytics and management to executive members and staff.
• Share knowledge of relevant applications, big data solutions, and tools.
• Lay the groundwork for a digitally enabled bank.
• Moderate enterprise data demand by bridging the gap between business and technology
• Lead a team of talented data engineers, scientists, and analysts to positively impact the organisation by leveraging data
• Leveraging modelling techniques to identify, analyse and present actionable data to drive business decisions
• Undertake a digital transformation where products and service offerings leverage data and AI as core components
• Sponsor and champion enterprise data strategies, data asset valuation and the data P&L (include data supply and demand chains)
• Explore opportunities using external data and establish data partnerships and synergies
• Define strategic priorities for development of information-based business capabilities
• Establish and govern an Enterprise Data Roadmap to include internal processes, data commercialization, and investment
• Implement a data quality framework to establish standards, controls, and associated metrics for all dimensions of data quality (accuracy, completeness, consistency, integrity, reasonability, timeliness, uniqueness, and validity)
• Identify new business opportunities pertaining to the use of information assets
• Own the strategy for monetization of data across group properties and the development of data products
• Own the vision for and creation of both an internal admin view of consumer data, and consumer-facing preferences
• Determine where to cut costs and increase revenue based on insights derived from data
• Deliver data leads for consumption and conversion by the front-line sales teams.

Data Management and Governance
Key accountabilities

• Ensure that organizational structures are in place to enable Data Governance in NBC e.g., Data stewards and Data Owners and define relevant Enterprise Data policies
• Define and ensure that the core Data Governance disciplines are implemented and maintained.
• Establish information asset management best practice (data management standardization, utilization, and quality)
• Bridge business and technology and moderate enterprise data requirements
• Create a governance framework and steering committee, making it a strategic matter
• Define roles and responsibilities related to data management, train data stakeholders fostering a data protection culture
• Establish and lead a Data Governance Steering Committee
• Collaborate with legal, operations, compliance, IT, and information security cross-functional processes and correct ownership of data
• Provide leadership over GDPR, RDARR, POPIA and the Tanzania Data Act ensuring compliance with respect to customer data
• Own and manage data validation processes, resolve weaknesses, and manage risk
• Inventory the organization’s data asset
• Create the data catalogue, meta-data, and business glossary
• Establish basic data standards
• Audit compliance with respect to any regulations, especially privacy / data protection
• Establish basic enterprise-wide governance
• Ensure a robust and sustainable set of access controls
• Document the data life-cycle processes, identify, and fill gaps
• Provide visibility to stakeholders of available data within the organization

Business Management
Key accountabilities

• Agree targets and take accountability for the overall achievement of performance objectives in the department in terms of employee satisfaction, customer experience, cost performance, return on investments, risk, and compliance and governance requirements.
• Manage departmental budgets including signing off invoices and quotes within mandate. Escalate out of budgets items to the CFO for approval
• Sign off capital expenditure within budget.
• Provide clear direction to team members on the area's strategic plan and key focus areas.
• Analyse effectiveness of processes and systems in use in the department and make recommendations for improvements
• Review balanced scorecards, discuss gaps, and agree action plans to close gaps.
• Agreed and manage service offerings and SLAs with internal customers (agree annually and measure monthly).
• Participate in the development of risk reports for Business Partners supporting business strategies
• Work with Finance, credit, and risk teams to reconcile all regulatory reporting balances to the general ledger and other control reports
• Understand the reporting differences between regulatory, finance, business, credit, and risk reports
• Deliver senior management reports as per the Risk Data aggregation and reporting framework
• Provide insights to supporting Senior Executive’s analysis and commentary for Investor, Board of Directors, and other Senior Management reports
• Participate in the preparation of detailed information and analysis to support reporting disclosures and earnings presentations

People Management
Key accountabilities
• Work with staff members in the team to achieve excellent service by providing regular feedback on how to improve their performance and outputs.
• Build and develop a high performing team through embedding formal performance development and informal coaching.
• Discuss and finalise Performance Development Plans and PD ratings for all direct reports. Provide input to Performance Development Plans to indirect reports.
• Determine the training needs for direct reports and ensure that appropriate training is budgeted for and undertaken.
• Complete succession plans for staff members and update on a regular basis.
• Interview and recruit staff members with support from the HR Business Partner for the area.
• Plan people resources to cover current and future needs based on customer needs (as agreed annually). Reallocate resources based on immediate customer or project needs.
• Manage the leave of direct reports, including approval of leave requests, limiting accumulated leave, and approving leave encashment.
• When required, initiate discipline charges for direct reports according to NBC policies and procedures, involving the HRBP and Employee Relations advisor when required. May act as chairperson in hearings for cases for other business areas.
• Act as first level escalation for employee grievances raised.
• Ensure that poor performance is adequately addressed informally or formally through the performance accelerator programme.
• Motivate staff and ensure that their efforts are recognised.

Qualifications

• Bachelor`s Degrees and Advanced Diplomas - Business, Commerce and Management Studies, Business Analysis, Creative and innovative thinking, Customer Excellence - Service Delivery, Experience in a similar environment at senior management level, Leading change, Management Experience, Management information systems, Reasoning, Strategic capability
