Overall purpose of the role:
The Gender based violence (GBV) Prevention and Advocacy Officer works as part of DRC’s team under the direct supervision of the GBV Team Leader and guidance and support of the Protection Coordinator and Protection Manager. The role is based in Kasulu/Kibondo and shall conduct regular field visits to the host villages near by Nyarugusu and Nduta refugee camp. The position holder will require working with women, men, boys and girls both from Nduta/Nyarugusu refugee camps and local community in the villages near by the camp.
The GBV Prevention & Advocacy Officer is responsible for the implementation of prevention and risk reduction activities, including risk identification, and efforts that mobilize the community and camp leadership in risk reduction and preventive strategies against GBV. This includes targeted-awareness raising, outreach and trainings on GBV issues affecting women, men, boys and girls in the assigned refugee camp/village and partners to reduce risks/prevent GBV. She/he will work closely with other GBV team members, DRC sectors and implementing partners. The position reports to the GBV Team leader.
Program Responsibilities
• With support of the GBV team leader, prepare individual, monthly, quarterly and annual GBV prevention work plans.
• Work with GBV Team leader to support in risk reduction activity and the identification of risks to women, men, boys and girls in assigned refugee camp and host community, by carrying out regular GBV safety audits situational analysis and consultations with women, men, boys and girls and identify trends and changes in the context important for consideration in risk reduction activities.
• Conduct, monitoring and reporting of the Engage Men in Accountable Practices (EMAP) activity.
• Conduct and follow community mobilization strategies to address longer term risks for women, men, boys and girls, inclusion of community consultation, feedback, and participatory approaches.
• Promote timely referral in awareness session, information dissemination for women, men, boys& girls in the community, promoting accessibility for GBV services
• Conduct/organize key international events such as commemoration of 16 days of activism against gender-based violence and International Women’s day
• Work with GBV Team leader to Conduct/organize and facilitate trainings and workshops on gender and GBV related issues for implementing partners, MHA, DRC staff, UNHCR, women’s groups, refugee community leaders, religious leaders, youth groups, NGO workers and any other identified groups
• Conduct information dissemination utilizing DRC-developed materials/translation, IEC materials and community engagement, dialogue and reflection tools to ensure ongoing engagement with various groups in the community to tackle the root causes of GBV
• Assist with the development of budgets/proposals in collaboration with other senior staff
• Participate in other key sector meetings in the camp to advocate for gender inclusion, representation and consideration of other potential risk factors to women, and girls.
• Participate in data interpretation and use it to identify information gaps/intervention areas and develop campaign messages.
• Conduct risk monitoring of GBV to inform risk reduction activities.
• Conduct prevention activities in line with program workplan, and prevention strategies.
• In collaboration with other sectors, and actors, ensure the community meets its needs by advocating for identified needs in the community
Data collection and reporting
• With support from GBVIMS officer track indicators, maintain, update and analyse data on GBV prevention activity and indicator
• With support from GBV Team leader, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
• Support and working closely with GBV Information Management officer and M&E on program data collection, track indicators, maintain, update and analyse data on GBV prevention activity and indicator.
• In collaboration with GBV Team leader, GBVIMS officer and M&E department, participate in GBV rapid assessment and/or other GBV program related-assessment, and contribute to the GBV overall intervention strategy based on feedback received from women, men, boys and girls throughout community mobilization and engagement.
Program management
• With support and the supervision of GBV Team leader participate in all prevention budget planning; accountable for developing and maintaining work plans, spending and procurement plans, tracking expenditures and ensure all prevention activities are allowable and allocated according to DRC and donor compliance and regulations.
• Build the knowledge and skills of Prevention/outreach incentive social workers and community-based groups to be able to advocate, response and prevent GBV.
• Engaging with community activist and EMAP graduate to obtain the network and working relationship
• Communicate any incentive staffs’ issue to supervisor in a timely manner. Any recruitment of the new incentive staff must obtain GBV Team leader’ approval.
Logistics Duties
• Take care of equipment’s and supplies for the job
• Ensure working equipment’s are in good condition and replenish/repairs when out of order
• Reports immediately any security incidence/issue detected in the DRC premises
Experience and technical competencies:
• Minimum of 1-2 years of experience in protection, preferably with experience in the field of humanitarian responses in refugee protection, working for International organization, UN agency, relevant ministry or local authority.
• Commitment to learning and implementing organizational policies and procedures and demonstrated organizational skills and ability to work in complex and difficult circumstances.
• Excellent skills in Microsoft offices like Ms. Word, Excel and PowerPoint.
• Experience in implementing Gender Based Violence, Case management, referral related activities and awareness is desirable
• Field experience in emergency context is highly desirable
• High level of personal initiative, analytical skills and pro-active problem solving.
• Cultural sensitivity, and commitment and understanding of the values of DRC. Good communication skills.
Education:
• Bachelor’s degree in Law, Political Science, Gender and Development, Social science studies and other relevant fields in well recognized college or university (preferred)
