East African Crude Oil Pipeline Company (EACOP) LTD (EACOP LTD) welcomes companies with enough experience and expertise to show interest in providing and operating an advertising vehicle ('pop-up truck') to support the implementation of sector improvement and Community Involvement activities in 27 districts and 231 villages located in the oil pipeline developer.

The EACOP project includes the construction and operation of a buried oil pipeline under the land that crosses the borders of two countries that will transport crude oil to the international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to the border Chongoleani lagoon near Tanga in Tanzania. The length of the pipeline is 1,443 km, including 1,147 kilometers will be in Tanzania.

Brief description of services
On behalf of the COMPANY, the appointed contractor will provide the service of managing and operating it
A "digital advertising vehicle" that will aim to promote community engagement and participation in regional, district and village level in EACOP activities. Mobile Engagement Center will be used in the activities listed below:
• Quarterly involvement with the supplier community at the regional and district level (for example: supplier workshops, information sessions, etc.
• Collaboration events with the main contractors of the COMPANY and the community local traders.
• Support the registration of district level suppliers on the LSSP system, etc.
• Provide short-term training (between 1 and 2 days) to the local business community in order to build their capacity in the provision of services and sectoral skills
• Activities to build community awareness related to EACOP's safety, health, protection policy etc. as well as other community involvement related to the EACOP Project being carried out and various departments of EACOP
Interested companies can participate in this call as an individual company or consortium
of Companies.

Key parameters:
Companies or institutions that show interest are invited to send applications and attach documents
the following:
• Business license.
• Business license from the relevant country confirming to do this work.
• Tanzania Revenue Authority (TRA) registration confirmation and payer confirmation certificate tax for the previous fiscal year.
• It is recommended to submit a registration application to the EWURA database of Service Providers of Local Supply (LSSP) during expression of interest.
• Complying with the 2017 internal service provider regulations and the definition of companies internal.
• Biographies of the executives who will be involved in the Project including copies of their certificates, level of education, experience and ability to provide the required service.
• Experience, performance and ability to provide the services listed above on a large scale in Tanzania, according to national and international standards.
• Financial ability to provide the required services including submitting accounts finances of the last three years.
• Confirmation from the QHSE Management system, institution and process according to Local and Industry Standards applicable to this work.
• Confirmation of compliance with anti-bribery, corruption, and Human Rights policies.

Interested companies, which have sufficient capacity and resources to provide the services mentioned there above should send the application and attach the documents mentioned above via email of procurement.tz@eacop.com  (email size not to exceed 20Mb) on or before 15 December 2022 at 11:00 pm East African Time (EAT). All expressions of interest should be between 10 and 20 pages.
All applications must be submitted in the English language.

Important: EACOP will review and analyze the documents sent by interested companies according to this EOI, and then carry out an evaluation according to EACOP's internal criteria to determine Qualified companies will be included in the initial list of companies with criteria. Invitation to Companies to submit tender applications will be sent to Initial Companies with criteria after the companies signed a Data Protection Agreement (NDA). The company of EACOP LTD has the right to appoint or reject the company and retain its decisions without giving away reason for the company concerned.
