The Tanzania Country Office is a medium-sized office in a country that has recently transitioned to lower-middle income status. Consequently, UNICEF’s engagement with counterparts increasingly cases on the provision of upstream Technical Advice (TA). The incumbent provides overall technical leadership on community engagement and social behavior change in the Office working with a small team of embodied SBC specialists with a matrix management accountability to the SBC Specialist. The SBC Specialist is also the development partners lead of the RCCE Pillar in Tanzania and is responsible for ensuring a coordinated approach to emergency and humanitarian responses as the need arises. The SBC Specialist will have overall responsibility for guiding technical programs on their SBC engagement and advising senior management on the overall country office SBC strategy.
How can you make a difference?
The Social & Behavior Change Specialist reports to the Deputy Representative for general guidance and supervision. The Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for S&BC as an integral part of programme development, planning and implementation.
Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children’s rights, survival and wellbeing in the country. The SBC Specialist works closely with the Gender Specialist to ensure that all SBC programming has an inbuilt gender component aligned with the Country Office’s GAP workplan.
Key function, accountabilities and related duties/tasks
1. Technical support and oversight to the country office on designing planning and implementing SBC activities backed by social and behavioral evidence and strong engagement participation mechanisms.
2. Effective generation and utilization of research, data, and evidence, to inform the design, measurement, and monitoring of SBC programs and outcomes and to build SBC evidence base.
3. Ensure smooth SBC programme delivery by providing technical and operational support
4. Strengthen the SBC function by advocating for SBC, coordinating across offices, networking and partnership building
5. Promote continuous learning, strengthening, and scaling up of SBC through capacity building of UNICEF staff, counterparts, and partners
6. Supervise a team of one National Officer Colleague and matrix manage a team of four SBC specialists
