Project Overview
ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70 of funding to local partners.

ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE will begin activities in Tanzania in October 2020.

Job Description

Position Summary
The Social Welfare Workforce Advisor, reporting to the Systems Strengthening Technical Director, and located in Dodoma, Tanzania, will be responsible for the project's efforts to ensure a skilled social services workforce and active, capable community structures for delivering health and HIV, social, and protection services for most vulnerable children and families.
Key responsibilities
The key duties and responsibilities for the Social Welfare Workforce Advisor are to
Technical Activities
• Provide technical leadership for social welfare workforce planning and capacity development activities, including the provision of technical assistance, coaching, and mentoring at national, regional, and council levels.
• Provide or facilitate the project's technical assistance to PO-RALG, MoHCDGEC/DSW, and other project stakeholders to plan and implement activities related to social services workforce strengthening.
• Provide technical assistance to PO-RALG to identify opportunities to strengthen the social welfare supervision system, by developing and supporting the development and implementation of a Supervision Framework and related tools, guidelines, and other resources.
• Provide technical assistance to MoHCDGEC/DSW and PO-RALG related to the transition of CCWs into the community-based health program (CBHP), in line with the government's National Community Based Healthcare Policy and the CBHP operational guide.
• Support the development and ensure the provision of technical assistance and coaching on the use of supportive supervision tools, training and mentoring as related to social welfare workforce planning, supervision, and capacity development. This will include developing and implementing a model for regular supervisor learning forums across the regional, district, village, and facility levels.
• Assess the availability and content of pre- and in-service training materials for Social Welfare Officers and Assistant Social Welfare Officers related to OVC program management and support.
• Lead the development and/or update SWO/ASWO training materials, job aids, program management standard operating procedures (SOP), and performance management tools as needed, using consultative workshops with government and other key stakeholders to review and finalize as needed.
• Support the development and implementation of an approach for advocacy related to the social welfare workforce, including leading the engagement of professional associations, education institutions, and government entities.
Assess opportunities for strengthening the coordination and capacities of community structures (MACs, VAWC-PCs, PLHIV clusters) at council, ward, and village levels through improved supervision, clarification of roles and responsibilities, and advocacy for budget support.
Program Management
• Oversee a team of social services experts and consultants as needed to provide technical assistance and coaching to strengthen the social services workforce for services to most vulnerable children and families.
• Lead the monthly, quarterly, and annual planning, monitoring, and reporting for all social welfare workforce strengthening related activities.
• Coordinate to ensure the documentation and dissemination of best practices and lessons learned, capture timely, high quality information, and utilize data to inform decisions and foster learning and innovation.
• Monitor and maintain relevant manuals, training materials, and reports for social welfare workforce strengthening.
• Ensure all social welfare workforce strengthening strategies are gender-sensitive and promote equitable programming.
• Identify emerging areas of challenge and participate in the modification of program approaches and/or materials to meet those needs.
• Ensure that program information is accurately and promptly communicated from and to the field.
• Regularly travel to project districts to provide SWSS technical support and mentorship for project counterparts.
• Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
• Any other duties as assigned. Basic Requirements
• Masters' degree in human resources management, public health, public administration, social welfare, business administration, or a related field.
• Minimum of 8 years of experience working in the social welfare/social services sector in Tanzania, including at least 5 years in a senior-level position.
• Demonstrated experience designing and implementing social welfare system strengthening interventions in the HR field such as HR needs assessment; development of regulatory frameworks, strategic and operational plans, technical guidelines, tools, training materials, including e-learning materials; training, mentoring, or other capacity development activities; advocacy; stakeholder coordination; monitoring and evaluation; sustainability frameworks; and/or quality assurance of services.
• Understanding of the Tanzania Health Sector HIV/AIDS epidemic response strategies, country structures for the provision of HIV services, and PEPFAR goals in Tanzania, with preference for experience in programming for children and families impacted by HIV.
• Extensive experience strengthening the capacity of Tanzania GOT counterparts at all levels.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other cooperating agencies and donor organizations; and successfully bring together diverse groups of partners to achieve project goals.
• Excellent organizational, analytical, oral and written communication skills with the ability to conduct business in English and Swahili.
Preferred Qualifications
• Prior experience on US Government funded or other donor-funded programs supporting strengthening of social services systems in Tanzania.
• Prior experience providing technical assistance to government agencies in developing and strengthening social welfare or human resources for health systems in Tanzania
• Demonstrated experience in the design, development and use of HRH-specific systems and tools, such as the Workforce Indicators for Staffing Needs (WISN) or Workforce Allocation and Optimization (WAO) in Tanzania.
