Pamoja Tuwalishe Program Summary:
Global Communities and its partners are implementing a 5-year U.S Department of Agriculture, McGovern-Dole International Food for Education and Child Nutrition Program, Pamoja Tuwalishe in Dodoma and Mara regions in Tanzania. Pamoja Tuwalishe will work in close collaboration with the Government of Tanzania and other stakeholders to strengthen the school feeding system, improve the overall education outcomes for students in program-supported schools and build technical program approach models that can be replicated in other schools and communities. Pamoja Tuwalishe improves student literacy competency, increases students’ attendance, improves students’ attentiveness, strengthens students’ health status, and improves the student’s overall education outcomes.
Job summary
The Technical Specialist (TS) Health will lead Pamoja Tuwalishe’s student health initiatives, designing and deploying strategies to improve student health outcomes in the 351 schools. The TS Health will develop, document and train schools and local government on implementation models that will be executed and replicated in schools and communities in Mara and Dodoma regions. The TS Health will be a national thought leader, influencing policy and investment to strengthen the government’s school health strategies and interventions. The Technical Specialist Health will provide oversight for the planning, implementation, monitoring, innovation, and evaluation functions for all health, hygiene and nutrition related program activities. S/he will provide direct oversight for the health team in Dodoma and provide technical assistance for the Mara team.
Primary job responsibilities
Technical Leadership
- Develop clear implementation models to nurture School Health Clubs, sustain school nutrition campaigns; strengthen school committees’ engagement in health activities, and develop the screening and referral operational guidelines.
- Develop and facilitate Health, hygiene and nutrition training and campaigns for local government, schools, and community groups.
- Attend national technical working groups and conferences on Student Health
- Maintains effective working relationships with Health research institutions and MoH.
Innovation & Program Quality
- Identify promising scalable and cost-effective approaches that facilitate the adoption of school health approaches
- Strengthens capacity of Dodoma and Mara region administrations and the CHW extension system to promote student health initiatives
- Develop operational models to guide program implementation in 351 schools, with a focus on future replication
- Develops tools and approaches to monitor School Health initiatives
Project Management
- Tracks and reports on School Health related activities.
- Oversees the development and monitoring of annual, quarterly, monthly, and weekly work plans for the health sector.
- Facilitate participatory extension approaches that involves Government, teachers, CHWs, clinics
- Ensures close coordination with MEL to ensure the appropriate data is being collected
- Develops and monitors the sector budget, ensuring spending is within the approved budget ceiling.
- Proactively coordinates planning and implementation with the other technical sectors to ensure smooth and cost-effective program implementation
- Publishes at least two success stories per year.
Team management:
- Leads the recruitment of talented, experienced and competent Health sector Staff
- Mentors, coaches and trains staff and partners to build their capacity
- Nurtures an enabling environment, linking annual performance objectives to key performance indicators
Reports & Communications
- Liaises with DCoP and respective sector Leads in developing and finalization of reports, and the final approvals of all Pamoja Tuwalishe reports
- Consistently develops high quality promotional material relating to Student Health
- Collaborates with sector leads to identify operations and technical services support required from the Headquarters (HQ), schedule and follow up with the HQ on provision of support needed.
- Supports DCoP in building and maintaining relationships with donors, local partners, and local government officials in Dodoma Region and beyond.
- Represents Pamoja Tuwalishe in other technical external meetings, as assigned.
Monitoring and Evaluation
- Support MEL in developing MIS for school health activities: collecting, cleaning, compilation, analysis and utilization.
- Develop systems to identify and report on program progress and quality of the activities
- Contribute to preparations, reviews and dissemination of Pamoja Tuwalishe program results via documentaries, quarterly reports, and semi-annual progress reports (SAPR) and success stories.
Coordination/collaboration and representation
- Collaboratively develop scope of work, major milestones, partners’ need for enabling environment, targets, program quality parameters and DIP for each technical partners’ activity
- Establish, maintain relationships and networking with government authorities and other NGOs
Knowledge, skills, and abilities
- Ability to develop implementation models that can be replicated and scaled
- Ability to coordinate work across different programmatic areas
- Strong commitment to expanding Student Health activities to more schools
- Strong understanding of the GoT’s Health policies, and strategies.
- Good communication Skills and ability to speak, read and write in both English and Kiswahili.
- Proficient Microsoft skills including the use of Microsoft 365 suite of applications
- Expert planner and overseer of work for geographical dispersed teams
- Demonstrates Adaptability to ever-changing scenarios and challenges
- A problem solver, teacher, mentor, and innovator.
- Availability to travel 30-40% of the time to project sites
Education And/Or Experience
- Masters of Public Health, Nutrition, community development, or relevant Master’s degree.
- 8+ years of Health program management with an NGO or any other development partners.
- At least ten years’ experience in training and equipping schools or community groups to improve their health and nutrition
- At least 5 years’ experience working in school-based programs in Tanzania.
- Experience in managing staff and empowering teams, and coordinating across teams
- In-depth experience in coordinating with national government structures and representatives
