Overview:
• The Feed the Future Tanzania Kilimo Tija Activity is part of the U.S. Government’s (USG) Global Food Security Strategy (GFSS), which promotes global food security, resilience, and nutrition. The purpose of this horticulture activity is to sustainably increase economic opportunities in horticulture market systems, especially for youth. This purpose will be achieved by: (a) strengthening horticulture market systems to increase enterprise and employment opportunities; (b) increasing access to commercially provided climate smart, and productivity–enhancing agricultural technologies; and (c) strengthening the enabling environment for market systems. The Zone of Influence (ZOI) will include the regions of Morogoro, Iringa, Mbeya, Njombe, and Zanzibar. It will also include key market sheds outside of this ZOI, such as Dar es Salaam, Songwe, and Arusha, all of which have potentially important transport and market facilities.
• Target beneficiaries will include both direct beneficiaries that receive USG assistance, indirect beneficiaries who copy those assisted directly, and businesses that capitalize on opportunities developed by USG investments. Interventions will prioritize inclusion and expanded opportunities for youth involvement. Participants could include private sector actors such as producers, input suppliers, service providers, processors, traders/resellers, buyers, and financial institutions; public sector actors such as the GOT national and local governments, including GOT extension workers; and civil society, including TAHA as well as other producer and buyer associations.
• Pursuant to its mission, ACDI/VOCA is seeking an experienced and talented professional for the Youth and Inclusion Manager position. The position will be based in Iringa and is expected to lead the implementation of the overall strategy for gender, youth, and social inclusion (GYSI) and ensure the integration of women, youth, and other vulnerable populations across all activity components.

Responsibilities:
At the Project Management Level

• Lead the implementation of the activity’s overall Gender and Youth Engagement Strategies in coordination with the Chief of Party (COP) and technical team.
• Lead the development and promotion of context-sensitive, culturally appropriate female empowerment, male engagement, youth engagement, and gender-transformative approaches.
• Support the Kilimo Tija Activity team in their understanding of and role in the implementation of the Gender and Youth Engagement Strategies and Action Plans.
• Lead or assist in the design and implementation of GYSI impact assessments and other learning studies.
• Provide GYSI technical advice and trainings to activity staff, subcontractors, private sector partners, and other stakeholders to build their capacity to integrate gender and youth considerations into intervention designs, implementation, and monitoring and evaluation.
• Review and provide input to activity work plans, with attention to GYSI dimensions of technical activities and operations, and discuss GYSI issues and priorities with activity senior management and other technical specialists.
• Ensure that women, youth, and other vulnerable populations are integrated into all program activities, including technical implementation, monitoring, operations, policies, and procedures, by designing activities that target these groups within the scope of the Activity.
• Liaise with component leads, subcontractors, private sector partners, and other stakeholders to ensure that gender and youth considerations are identified and integrated across interventions.
• Coordinate with the CLA/MEL Director to plan the collection and analysis of relevant data and assist in the collection and analysis of sex- and age-disaggregated data. Work with the CLA/MEL Director to identify GYSI learning questions and outcomes.
• Write project reports and prepare internal documentation as required.
• Work with the External Communications Specialist to identify, document, and disseminate gender and youth lessons learned among the team, activity partners, USAID, and other external stakeholders.
• Ensure that the gender and youth interventions supported by the Activity comply with the regulations and standards established by USAID as well as ACDI/VOCA’s internal Gender Equality and Social Inclusion Policy and Youth Strategy.
• Travel to project locations to oversee technical inputs.

At the Administrative and Personnel Level
• Supervise and monitor the selection, performance, and evaluation processes of the Youth Specialist and Gender Specialist, ensuring that suitable personnel of high human and professional quality are involved in these positions.
• Identify and support, in coordination with the COP, the needs of short-term personnel, volunteers, and advisers (both expatriates and locals) related to GYSI. Coordinate with the areas of contracts, financial, human resources, and administrative the provision of technical information required for the selection and contracting of projects, personnel, selection of operators, disbursements, others.

Minimum Qualifications:
• A bachelor’s degree in gender studies, international development, sociology, or other relevant fields. A master’s degree is preferable.
• A minimum of seven years of relevant experience working with gender, youth, and social inclusion issues. Experience with agriculture productivity, agribusiness, and market development and working with the private sector for the advancement of gender and youth issues is preferred.
• Knowledge of do no harm, women’s empowerment, and positive youth development frameworks and approaches is required.
• Previous USAID-funded project experience is strongly preferred, including understanding of USAID’s procedures, policies, and reporting requirements.
• Demonstrate understanding of gender and youth issues and M&E, particularly related to gender- and youth-sensitive data collection processes and troubleshooting gender and youth issues based on M&E data.
• Proven ability to successfully design and conduct trainings, particularly gender sensitization trainings, and workshops.
• Strong written and oral communications skills.
• Fluency in English and Swahili required.
• Ability to travel within the country as necessary.
