IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Background/Rationale:
With the support of the government of the United Republic of Tanzania and the IOM Development Fund, IOM will undertake a project which has as its objective to contribute to the understanding and capacity of the United Republic of Tanzania on the Migration, Environment and Climate Change (MECC) nexus both at policy level and at community level.
As part of project activities, IOM will assist the government to undertake a study examining the causes and consequences of the southward migration of cattle herds as a result of increasing climate change three regions of northwest of Tanzania, namely: Mwanza and Shinyanga as perceived areas of origin, and Katavi and Kigoma as perceived areas of destination. The study will provide recommendations on what steps Tanzanian authorities can take to address the causes of migration in areas of origin as well as the consequences of environmental migration in the areas of destination including conflict prevention. An emphasis on gender will be incorporated to ensure that the different needs of men, women, girls and boys and all other social groups is accommodated for. The report of the study will also account for the gender dimension by examining in what ways women, men, girls and boys are impacted differently by this environmentally induced migration.
In order to undertake the proposed study, a MECC Consultant will submit an inception report for the MECC research study to IOM, conduct the sensitization and dialogue forums in regions of origin (Shinyanga and Mwanza) and regions of destination (Katavi and Kigoma) on migration, environment and climate change nexus with local stakeholders and community members, conduct the data collection, data analysis, interpretation and submitting the narrative report of findings and recommendations using a format that shall be agreed upon and facilitate the validation of MECC study report to the key stakeholders.
Objective of the consultancy:
The specific task is to conduct a study examining the causes and consequences of the southward migration of cattle herds as a result of climate change in north-west regions of Tanzania (Shinyanga and Mwanza). .

The MECC Consultant is expected to deliver the following:
• An inception report for the MECC research study, which outlines the proposed quantitative and qualitative methodologies with rationale, the proposed tools to be used or developed, the proposed participants/stakeholders to be interviewed and the timeline of the proposed study with milestones and outputs.
• To assess a causal-effect relationship between livestock migration and adverse impacts of climate change in northwest regions (Shinyanga and Mwanza) towards southern regions (Katavi and Kigoma).
• Conduct the sensitization and dialogue forums in Shinyanga and Mwanza, and also Katavi and Kigoma on migration, environment and climate change nexus with local stakeholders, as a means of data collection and fact-finding
• To assess effects on gender dimension on the climate change induced livestock migration by examining in what ways women, men, youth and other social groups are impacted.
• Conduct the data collection, data analysis and interpretation
• Discuss findings of the research study with IOM and the project technical committee – facilitated by a PowerPoint presentation – prior to developing the report
• Submitting draft report of findings and recommendations using a format that shall be agreed upon.
• Facilitate of the validation of MECC study report to the key stakeholders
• Submit the final research report, fully reflecting the views, comments and feedback of key stakeholders and IOM, to a standard that is acceptable to IOM.

Desirable Qualifications:
• Master’s degree in a relevant discipline, such as Environmental Management, Environmental Science, Climate Change, Social Sciences or Development Studies. Doctorate degree is an added advantage.
• Advanced technical understanding of key concepts, issues, actors and processes around migration, environment and climate change.
• A minimum of 5 years of work experience in both quantitative and qualitative research and data collection
• A minimum of 2 years’ experience in migration, environment and climate change, with publications on migration, environment and climate change a distinct advantage.
• Good knowledge of and past experience of work with the UN is an advantage.
• Excellent English writing, analysis, interpretation and synthesis skills.
• Experience in project management, monitoring and evaluation is advantageous.
• Spoken fluency in Swahili.
