JOB DETAILS:
Accountabilities
• Ensures M&E technical assistance is available and provided at all times to the project team and partner staff;
• Supports the design, development, and implementation of the M&E tools in line with the DGD strategies and results framework;
 

• Supports the process of project quantitative data analyzing and writing monthly, quarterly, semi-annual and annual project performance reports and their submission in stipulated deadlines and support other project staff and partner in report writing skills;
• Under the supervision of CO M&E specialist support data auditing and verification to assure internal consistency and validity of project activity
• Conduct quarterly data verification and auditing visits based on thematic indicators to ensure high-quality DGD data are reported to CO, NO, and DGD donors
• Facilitates the interpretation and use of M&E data, through the quarterly district review meetings between the project, partners, and other relevant stakeholders at the district level;
 

• Supports review of progress on a quarterly basis; problem-solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed;
• Participates and contributes to the development of the monitoring and evaluation performance monitoring plan;
• Liaises with CO M&E specialist to facilitate implementation of capacity building workshops and on the job training on monitoring, evaluation and reporting as required by project implementers and stakeholders
• With support and supervision of CO M&E specialist provides guidance and support to field staff and partner NGO staff in the development and implementation of monitoring tools, which will include, but not be limited to, data collection, analysis, and reporting on project indicators;
• Performs other project related duties as assigned by the Project Coordinator of the DGD Project;
• Collect and document change or success stories from DGD Project interventions and share with the Project Coordinator for reporting purposes;
 


• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Required Experience and Qualifications

• Minimum of a basic degree in Project Management, Statistics, Social Sciences, Information Technology, or equivalent
• Minimum of at least five (3) years of experience in the design and implementation of monitoring, evaluation, and research systems;
• Minimum of 3 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation;
• Experience in working on YSLA projects and using MIS/SAVIX for YSLA online data management
• Ability to work independently with minimal supervision
• Ability and willingness to travel within the supported districts
• Computer skills – MS Word, Excel, PowerPoint, Outlook and Internet and statistical packages such as SPSS, STATA, Epi Info, and other related packages.

Essential
Knowledge

• In-depth knowledge of the M&E and preferably a minimum 3 years of experience in a Non-profit making organization

Roles & Responsibilities
The data clerks will be expected to perform the following data duties;
• Enter all Community engagement and biomedical data on a program database on daily bases.
 

• Ensure that all files are arranged in a convenient system so that they can be retrieved quickly.
• Master all M&E tools and provide orientation to project staff for proper data monitoring to ensure good quality data are collected
• Provide on job training on data management to Peer Educators and Providers
• Ensure that files and other documents are stored safely and well arranged in an organized manner.
• Ensure that data room is always clean and free of dust and other harmful materials.
• Coordinate with M & E Officer to ensure the quality of data.
• Prepare and send appropriate data reports to USAID EPIC regional office as per official requirements.
• Receive data tools from Peer Educators and Health providers for proper compilation, organization and storage.
