ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve Data Analyst (1 position) to be based in Dar es Salaam, Tanzania.
The Data Analyst is responsible for conducting programmatic data analysis on a routine basis to identify gaps, strengths, and trends from implementation of HIV prevention, testing, care and treatment services. S/he provides technical assistance to ICAP staff, R/CHMTs and healthcare workers (HCWs) to analyze program data and use data for real-time decision making. Under the supervision of the M&E Advisor, the Data Analyst develops visual tools, reports, and graphics to summarize analyses into format that is easily understandable to the program team and other stakeholders.

JOB DETAILS:
Key Responsibilities:
• Provide day-to-day implementation of all MEL related activities under the project.
• Design and contribute to development of quantitative and qualitative tools and implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality.
• Oversee team that conducts data collection, entry, verification, analysis, and reporting on actual achievements against set targets, highlighting emerging patterns and offers clear reports on findings and conclusions. Ensures high quality data is reported.
• Operationalize a project collaborative learning and adaptive (CLA) approach by leading its implementation as per the MEL plan.
• Provide support for the recruitment of consultants and temporary field staff for MEL related activities.
• Ensure high quality data quality, integrity and security standards and procedures are in place and are aligned with country national monitoring and evaluation guidelines, protocols, information, and reporting systems.
• Conduct analysis and contribute to preparation of required, periodic project reporting by capturing performance results and ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
• Monitor implementation of learning agenda for identification of best practices and lessons learned and for adaptive and knowledge management.
• Provide data use training, mentoring, and coaching to project and subcontractor staff.
• Engage with public and private sector partners and local stakeholders to monitor the progress and success of activities.
• Design a reporting system that ensures regular data flow and utilization and provides insights on activity performance and areas, contributing towards strategic decision-making and project planning with project leadership.
• Work closely with project leadership, including partners and local stakeholders, to develop and implement a robust learning agenda for continuous learning, collaboration, and adaptation to further the project’s learning agenda.
• Participate in relevant M&E technical working groups and coordinating bodies; work with relevant USAID, ministry departments and project staff on project-linked M&E as appropriate.
• Contribute to development and sharing of information and knowledge products with all relevant stakeholders in a timely manner.
• Contribute to annual workplan preparation in the design of MEL activities.

Qualifications:

• Master’s degree in statistics, monitoring and evaluation, demography, social science, mathematics, economics, or relevant discipline. Significant study in the nutrition field, international development and/or program monitoring and evaluation preferred.
• At least eight years of experience in the design and implementation of MEL in development projects implemented by national/international NGOs, preferably in nutrition.
• In-depth understanding of and expertise in USAID nutrition indicators, performance monitoring plans and reporting.
• Demonstrated experience in designing tools and strategies for data collection, analysis, and production of high-quality reports.
• Demonstrated experience in analyzing data using statistical software.
• Experience working with USAID funded projects in M&E capacity
• Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
• Deep knowledge of the political, social, and economic context of Tanzania required, with experience working in Tanzania preferred
• Exceptional communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse partners
• English fluency with professional proficiency in writing required; knowledge of Swahili is an asset
• Willingness and ability to travel to project sites within Tanzania

Function
The Business and Systems Analyst – Integrated Program Management System (IPMS) will be the individual responsible for the ensuring full implementation of IPMS and that day-to-day support, training and issues resolution is proactively managed for IPMS. They will be embedded in each Program Area and work with the Program Area team and country program staff to ensure that needs related to IPMS are defined, issues are escalated (as appropriate) and resolution is sought. Working in close coordinaton with program teams, the role will be dedicated to hearing and interpreting the project management needs of program and project staff in their associated Program Area and ensuring that those needs are addressed. The role may be located in any of the following countries; Ethiopia, Kenya, Nigeria, Tanzania, Senegal, Uganda, Rwanda & Zambia.

RESPONSIBILITIES & DELIVERABLES
A. Supports the maintenance and continued improvement of Heifer’s project management business processes. (35%)
• Facilitate the full implementation of IPMS components area wide.
• Conduct the onboarding process of Heifer’s project management business processes for new project management staff.
• Share and facilitate Heifer’s online learning courses on Heifer’s project management business processes in collaboration with Heifer’s People Dept.
• Collaboratively work to reflect and address field-identified project management needs in Heifer project management business processes.
• Elevate requested changes from the area on project management processes to IPMS management and support the update process (i.e. collect feedback, coordinate meetings, etc.).
• Working within the Area structure, provide operational support to field staff on Heifer’s project management business processes, such as, location of guidelines, online learning courses, and explaining business process and tools related to IPMS implementation.
• As requested, organize regional, country and project training and/or meetings on IPMS, document actions and next steps.
• Collaborate effectively with the other IPMS team members in the regions, document lessons learned, opportunities, challenges, and solutions.
B. Specialist in Heifer’s cloud- based project management software and preserving its value to program staff. (40%)
• Provide support to field staff for NGO Online, including resolving questions and issues both functional and operational, in a timely manner.
• Triage questions or issues that end users face to appropriate teams (ie. IPMS management, HQ MELS, Enterprise Systems, IT, Knowledge Management etc.)
• Provide direct support to program teams starting new projects with system setup (i.e. NGO Online, Laserfiche, Agresso).
• Actively listen and document the needs of field teams and elevate requests that would involve adaptation or updating the system to IPMS Management.
• Develop and distribute necessary resources/training videos and other materials related to conducting activities, improving efficiency, sharing best practices of NGO Online.
• Conduct IPMS data quality spot checks on projects.
• Work with all stakeholders to ensure data reporting is standardized across the network; recommend and implement improvements in reporting/tracking process or tools.
• Provide refresher trainings on the system process functions.
• Proactively identify NGO Online system functionalities that might need adjustments or updates.
• Lead communications around IPMS updates and troubleshooting.
C. Provide analysis and reporting to support the strategy (15%)
• Develop a standard process of identifying and creating standard and special reports for decision making and sharing to stakeholders.
• As needed, develop reports for decision making and sharing to stakeholders.
• Generate updates for senior level audiences on performance of projects and programs.
• Collaborate with others to identify opportunities to support signature program and project business plan reports.
• Drive change with thought leadership around information flow, systems, and related process improvements.
• Coordinate with others to optimize data analysis and reporting capabilities.
• Supports the identification of areas of program underperformance and major opportunities for growth.
D. May perform other duties related as assigned (10%)

Minimum Requirements
1. Bachelor’s degree in international development or relevant field, plus two years experience in project management in non-profits.
2. Practical experience in project management in the INGO space.
3. Proven experience in project management systems use.
4. Bilingual English and Spanish (writing, reading and speaking).
