JOB DETAILS:
The Manager will support and maintain the data systems of the “Tanzania PEN PLUS Project, will have 100%-time effort on the project and will also serve as the coordinator of the project activities at the facility level.
Duties And Responsibilities:
• The Manager will support and maintain the data systems of the project.
• He/she will support the project team through developing data management and data cleaning plans, reviewing and analysing data discrepancies, managing and resolving data quality issues together with the field-based staff, and writing routine reports to the Project team.
• Ensure data collected are of quality and properly stored.
• To coordinate the development of study reporting protocols, data collection plans and platforms, and development and implementation of the M&E framework.
• To coordinate the overall production of reports.
Minimum Qualifications And Experience:
• Holder of a Degree in Computer Science/Information Technology/Health Informatics or Statistics is required.
• At least 3 years of experience in data systems, programming, and analytics experience. Experience in the health sector with health information systems would be an asset.
JOB DETAILS:
Monitoring, Evaluation and Learning Coordinator
Reporting to the Manager Projects, IED-EA, the Monitoring, Evaluation and Learning (MEL) Coordinator will be responsible in establishing and managing a Quality Monitoring System that will enable the project team to engage in and ensure that activities are aligned and appropriate with the projects objectives.
Areas of responsibilities:
• Implement and strengthen MEL systems and processes to assure achievement and progress towards project objectives and outcomes – Develop and review the MEL Plan for Projects and, coordinate, monitor and advise on the performance of the quality monitoring system, produce data and report on performance, measuring against set quality benchmarks and standards such as the Process Indicator Form (PIF) and results during monthly projects meetings.
• Provide technical support and participate as required in all other aspects of MEL at the field level, for example, surveys, assessments, baselines, evaluation, joint project reviews/ lessons learning workshops/ target events in the Project. Routinely collect and analyze verifiable, quantitative, and qualitative data for the projects and share data with relevant stakeholders to inform programme design and review.
• Manage internal and external project evaluations as necessary and coordinate the planning and execution of baseline, midline, endline assessments, and final evaluations. Review all assessment/evaluation reports to ensure these meet IED, EA’s quality criteria and lead the integration of recommendations and lessons learned in projects planning and future programming.
• Maintain efficient electronic and manual filing systems for projects monitoring, evaluation and learning information
Requirements:
• Hold a master’s degree in Monitoring and Evaluation, Project management, Statistics: Sociology, Economics, or a related field. A minimum of five years of similar or related work experience is required:
• Experience in knowledge management and organizational learning to help drive improvements in evidence understanding and uptake
• Familiarity with a diverse range of research methods, with demonstrated skills in quantitative and qualitative research design, data collection, analysis, presentation, and communication of results, preferably including cost-effectiveness and gender responsive evaluation.
• Proficient in quantitative, qualitative, mixed method data collection, analysis, and reporting
• Demonstrated knowledge and skills related to design piloting, implementation, and evaluation of innovative technical tools to advance gender equality
• Has excellent communication skills both in English and Kiswahili. High level of written English skills is essential
