The Revolutionary Government of Zanzibar developed the Zanzibar National Water Policy in 2004 to set policy guidelines for the management, development, distribution and access of water services. The existing policy was formulated under the Ministry responsible for Lands, Housing, Water and Energy. The policy provided the strategic intervention to establish an autonomous institution with the primary responsibility of management, development, distribution and access to water resources.
