Main purpose of job:
• The Principal Health Officer (Clinical Research) is responsible for developing and managing the clinical research function at the East African Community Health Research Commission (EACHRC). The key function of this position is to coordinate clinical research activities within the EAC Partner States in collaboration with the National Health Research and Academic Institutions in each Country with a view of ensuring that research being conducted answers the key health issues in the EAC and advises on topical areas for clinical research.

Duties and responsibilities:
i. Liaise with the Deputy Executive Secretary (Research) and the Principal Health Officer (Operational and Applied Research) to coordinate the development and implementation of health research activities and work plans in collaboration with the EAC Partner States’ National Health Research and Academic Institutions and other stakeholders and partners;
ii. Liaise with the Deputy Executive Secretary (Research) to develop and/or solicit for clinical research project proposals and market them to sponsors for funding;
iii. Provide clinical research-based technical expertise to health policy analysis and development;
iv. Develop clinical research materials and guidelines for presentation and distribution to health research stakeholders in the EAC Partner States;
v. Perform any other relevant duties and responsibilities as may be assigned by the Deputy Executive Secretary (Research), the Governing Board of the East African Community Health Research Commission (EACHRC), the EAC Sectoral Council of Ministers of Health and/or the EAC Council of Ministers from time to time.

Academic qualifications and experience:
• A Master’s degree in Health Sciences. A post graduate qualification in clinical research will be an added advantage;
• Relevant working experience of at least ten (10) years in clinical research or related fields with five (5) of which must at senior level;
• Must have published at least two (2) articles in international peer review journals, with at least one (1) article as the first or lead author.

Skills and competences:

i. Ability to develop integrated results oriented annual work plans and other Organization-wide activities (setting objectives, developing strategies, budgeting, developing policies and procedures, and organizing the functions necessary to accomplish the activities);
ii. Should have extensive and demonstrable knowledge of clinical research and the translation of results of health research into health policy and practice;
iii. Demonstrable competency in public health systems development, management and institution building at national, regional and/or international level;
iv. Demonstrated knowledge of statistical data collection and analysis and ability to systematically review published literature in clinical research and assess the quality and results of relevant published studies.
v. Proficiency in computer office applications and automated statistical analytical tools and/or related packages
vi. Excellent communication and presentation skills.
vii. Should be fluent in the English language.
viii. Working knowledge of French and or Kiswahili will be an added advantage.
ix. Excellent communication and report writing skills;
x. Ability to work as a team leader and to motivate others;
xi. Ability to work under pressure and to deliver on the set deadlines

Duties and Responsibilities:

i. Support the Assembly to establish effective research, documentation and information dissemination systems.

Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization’s development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

The Directorate houses the technical Divisions of Capacity Development and Industrial Policy Advice (TCS/CAP); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).

This position is located under the SME Development and Job Creation Unit (TCS/SME/SDJ), supports small and medium manufacturing enterprises (SMEs) in Member States to take advantage of new technologies, business and organizational support, investment promotion, cluster development and partnerships to improve their businesses and improve their competitiveness

PROJECT CONTEXT
QUALITAN
: Quality standards and compliance programme for the United Republic of Tanzania (ID 210097)
The EU supports Tanzania under the BEGIN Programme: ‘Support for Business Environment, Growth and Innovation’. The overall objective of the programme is to promote inclusive economic growth, employment and innovation, particularly among women and youth, and enhance consumer protection. Under component 2, the specific objective (SO2) is to increase Micro, Small and Medium Enterprises’ (MSMEs) compliance with quality standards to widen market access, reduce standards compliance costs, and enhance consumer protection. The QUALITAN project implements SO2 of the BEGIN programme. The project intervention under SO2 will focus on strengthening the capacity of the Tanzania Bureau of Standards, including the functioning and reach of laboratories, standardization activities, ICT and management of information systems. Support will be provided to MSMEs to comply with standards. The action will facilitate MSME to access to compliance testing, reducing compliance costs whether in monetary terms or time delays, and facilitate market accessibility and cross-border trade. These interventions will also contribute towards synchronization of various elements of the Quality Infrastructure. This project intervention will act in synergy with BEGIN SO1 and SO3 to ensure inclusion of capacity support to develop new standards for innovative products and recommendations for policy reviews.

Main duties
The expert will work under the overall guidance of the Project Manager, Chief Technical Advisor (CTA), Lead International Expert on CABs and National Project Coordinator (NPC) to strengthen the services of the M&E Department at TBS and to monitor and evaluate the QUALITAN project activities, and link these activities to overall impact of the BEGIN project: business, standards and innovation.

M&E will help project managers, implementers, and financiers in ensuring that the project timelines are followed, prudent use of resources in place, identifying challenges and making recommendations towards ensuring that corrective measures are put in place in time. The M&E exercise will also provide QUALITAN decision makers (including the Coordinating Ministry (Ministry of Investment, Industry and Trade (MIIT), EU and TBS) with a strategy to plan for sustainability of the project to ensure that the projects continue after the implementation period.

The reports from the M&E exercise will also provide the Government of Tanzania/MIIT and EU with critical information concerning initiating and implementing similar programmes in other Counties. The challenges faced during implementation and success stories will also be shared with other EAC Partner States implementing similar projects for learning purposes.

The activities under this Job Description will contribute to the smooth coordination and monitoring of project implementation activities in the selected counties, leading to favorable and positive outcomes to fulfillment of the project objectives.

Activity
1. Review of the BEGIN & QUALITAN Project documents and Inception Report
Review project document, inception report with a focus on the procedures for Monitoring & Evaluation of project activities

2. Review of TBS M&E procedures and reports
Review the M&E procedures and reports of TBS Align these procedures with QUALITAN M&E activities

3 Capacity building of TBS staff
The National Expert will work with the IE to:

• Develop training material on M&E
• Collection of baseline data linked to KPIs of the QUALITAN project and TBS 5-year strategic plan
• Conduct 3-day training of TBS staff on the proposed M&E procedure (UNIDO IRPF & EU OPSYS) to enable them to integrate it into the TBS system
• Conduct a 3-day training of TBS staff on project cycle management
• Develop ToRs for additional training of TBS M&E staff at recognised NSB

4. Private Sector Challenges
The National Expert will:

• Work with TBS M&E staff, Viwango Academy, private sector (CTI) and SIDO (SO3 counterparts) develop a questionnaire to identify the key challenges linked to conformity assessment services
• Conduct a survey, with CTI, SIDO and TBS staff on the above based on the questionnaire, among key on the above based on the questionnaire
• Collate and analyse the data with the aim to develop synergies between the identified challenges and the mitigating measures/KPIs of the QUALITAN project and Viwango academy training plan

5. Miscellaneous activities
• Draft M&E reports and presentations for the Standardization and BSI Committee meetings
• Carry out ad-hoc assignments linked to M&E for TBS in agreement with UNIDO/EU.

Minimum organizational requirements
Education:

• Advanced university degree in Economics, mathematics, statistics, Business Administration, or related field, is required.

Technical and Functional Experience:
• At least 5 years of relevant experience in Monitoring and Evaluation and project cycle management, is required.
• Experience in designing tools and strategies for data collection, analysis and production of reports, is required.
• Experience related to quantitative and qualitative monitoring methodologies and proven ability to design monitoring tools, as well as in designing and implementation of capacity building activities in M&E, is desirable.
• Proficient in computer literacy, specifically Excel and Word, is required.

Languages:

Fluency in written and spoken English and Swahili is required. Fluency or working knowledge of another official language of the United Nations is desirable.
