MAJOR DUTIES AND RESPONSIBILITIES % OF TIME
Program Management, Planning and Coordination (30%)
Incumbent serves as principal coordinator for laboratory systems and services within the host country and is responsible for planning and implementation as well as capacity building of public health laboratory systems to ensure services and consistency of results. In general, reviews individual laboratory procedures, weighing against accepted protocols and develops programs to ensure consistency. Job holder participates in developing and reviewing of major initiatives including planning and writing the laboratory strategy for Global Health Security (GHS) and reviews all cooperative agreements that require research and diagnosis of emerging diseases in laboratories throughout the host country. Works with health information systems, integrated disease surveillance and response, and Field Epidemiology & Laboratory Training Program (FELTP) colleagues to ensure that programs are working together to complement support and capacity building.
Job holder represents CDC Tanzania Laboratory Support Program at public health, technical, policy and strategic planning meetings with collaborators. Provides guidance and direction to grantees, program collaborators and contractors on management and implementation of activities to ensure consistent with GHS and international policies and guidance.
Incumbent serves as a member and advisor on the USG technical working group for strengthening linkages and coordination of laboratory service improvement activities within USG GSH programs and at national level. Participates in the development of protocols for evaluation of the quality of laboratory services and recommends improvement strategies following results.
Monitors and evaluates progress of projects, identifying policy, organizational and personnel, logistical, and financial problems and makes or recommends revisions as necessary to overcome obstacles and constraints to progress. Identifies training needs and participates in the development / implementation of training courses for partner organizations. Represent CDC Tanzania in national and international meetings and workshops and works in collaboration with the Tanzania National Public Health Laboratory (NPHL) and other laboratory cooperative agreement partners to writes abstracts for presentation in national and international forums.
Technical Assistant and Oversight (30%)
Provides technical assistance and oversight to the Ministry of Health (MOH) in mainland and Zanzibar, National Public Health Laboratories (NPHL), Zanzibar Laboratory Systems and other partners in the implementation of laboratory capacity building activities, including validation of clinical molecular assays (using PCR, molecular sequencing and other modern molecular analysis techniques), evaluation of all proposals for testing programs and Public Health Evaluation (PHE) projects of GHS partners, ensuring that human subjects requirements are being met, protocols are being followed appropriately and recommends amendments/approval to supervisor. Leverages overall USG investments (GHS, PMI and PEPFAR) in the laboratory systems that have an annual budget over $10.5 million annually to strengthen disease detection, surveillance and pathogen discovery in line with GHS mandates.
Management (25%)
Maintains effective liaisons with program officers and partner staff to ensure that partners meet monitoring requirements for supported cooperative agreement activities (e.g., quarterly reports, continuation applications, and supplemental applications). Reviews cooperative agreement narrative and financial reports to assess progress in meeting stated objectives and the status of expenditures in relation to planned budgets.
Conducts site visits to assess progress of partner organizations in meeting program objectives. Analyzes and evaluates program activities and writes reports and abstracts on findings for presentation at national and international conferences and meetings. Provides guidance and technical assistance to partners in analyzing and evaluating program activities and developing reports and presentations for conferences and meetings. Provide TA to laboratory sites in various districts to ensure quality laboratory testing and systems are in place.
Interagency Coordination (15%)
As in-country expert on matters pertaining to testing and operations of a variety of laboratories located within Tanzania, job holder represents CDC/Tanzania at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Briefs agency officials on the results of such meetings and prepares written reports for submission to other interest parties.

• Ensure availability of office furniture, equipment and all basic facilities to staff.
• Initiate disposal process of equipment and assets.
• Keep updated records of assets, furniture and equipment.
• Conduct day-to-day supervision of cleaners to ensure cleanness in Dar offices.
• Monthly evaluate security and cleaning services provided at Dar Office.
• Support the handling of invoices submitted on monthly basis by vendors.
• Quarterly record inventories and assets procured at the Dar Office and share with the Senior Branch Administrator.
• Verify assets and update assets & inventories’ records.
• In the absence of the Transport Officer, the Officer will take the roles, assign duties to drivers and coordinate transport requests.
• Prepare office space lease agreement and facilitate signing process agreement between IHI and project
• Billing of office space as per signed contract / agreement and submit on time to the IHI revenue accountant.
• In the absence of the Front Desk Officer, the Officer will take the roles.
• Perform any other duty as assigned by supervisors.

• Provide support and assistance to the CMO/ HSE/HR manager regarding health and medical laws and regulations and be the interface for Tembo Nickel with local medical officers.
• Practice as a full-time physician for Tembo Nickel clinic on site.
• Conduct MEDEVAC in case of any urgent situation on site.
• Maintain Nursing registration to practice in Tanzania.
• Ensure that a high standard of patient care, nursing care and practice is provided and promote health and achievement of patient goals through assessment, planning, implementation, and evaluation in the delivery of patient care, in full accordance with company/clinic policies and procedures.
• Have a sound understanding of how all the clinic equipment functions, and can troubleshoot, if required.
• Be available for rotational / shift work.
• Communicate any problems regarding equipment immediately to the appropriate personnel.
• Attend and participates actively in weekly meetings.
• Record daily, weekly & monthly statistics.
• Ensure compliance with relevant Tanzanian OHS regulations and corporate codes of practice.
• Participate in opportunities for self-improvement in clinical skills by actively participating in forums, in-services, conferences, seminars etc to improve those skills.
• Ensure attendance at annual educational sessions (e.g. fire safety, infection control etc) or as directed by supervisor.
• Perform similar duties as assigned by the supervisor.
Qualifications and Competencies:
• A holder of a Diploma in Nursing or equivalent from a recognized Nursing College.
• A valid nursing registration in Tanzania.
• Minimum of 5 years working experience.
• Experience in mining or working in remote areas is an added advantage.
• Advanced trauma life support certified provider.
• Advanced Cardiac life support certified provider.
• Audiometric and spirometric technique certification.
