JOB DETAILS:Key Job Outcomes:
1. Operations Management: Manages the day-to-day HR, Administration and
Procurement operations of the project office. Coordinates all the HR, Admin and Procurement process for the project and with all vendors. Oversees facilities and office management functions and directly supervises a small team.
2. Staffing: Leads recruitment efforts including creating and posting descriptions for vacancies, reviewing applications and scheduling interviews, negotiating salaries/benefits and extending offers, issuing local contracts, and developing welcome packets and overseeing orientation of new staff. Prepares LOE Report of Pathfinder staff and partners’ shared staff.
3. Compensation and Benefits Administration: Manages compensation and benefits for project staff, including ensuring adherence to local labor laws and practices and Pathfinder norms, and conducts benefits orientation for new hires. Ensures insurance coverage of qualified staff.
4. Payroll: Collaborates with Finance to ensure timely and accurate time reporting and payroll.
5. Retention Strategies: Leads staff productivity and retention efforts for local staff, including supporting professional growth and development plans. Provides advice and counsel to staff on personnel issues. Directs and coordinates annual performance evaluations for project staff.
6. Procurement Process Management: Leads the entire procurement process for goods and services for the project including issuing RFPs/RFQs, collecting and analyzing bids, completing selection process, negotiating with the vendors, issuing contracts/purchase orders, receiving deliverables, managing warranties, paying vendors, and closing the procurement action. Finalizes all procurement documents for approval and retains audit ready documents for file. Maintains inventory of project equipment and supplies. Liaises with vendors and maintenance firms to ensure timely payment and receipt of goods
7. Logistics: Ensures asset insurance of project assets with the coordination of
Logistics.
8. Personnel and Procurement Files: Maintains HR files (paper and electronic) and procurement documents in accordance with country law and project office established policies and procedures;
9. Project Management and Participation: Leads, manages or participates on cross-functional project teams.

JOB DETAILS:Main purpose
• Implement general administrative procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations, under the Personel Adminstration Manager supervision.
Accountabilities
• Following the HR Coordinator instructions, supervise that the internal regulations are followed in the mission in order to ensure both tax and labour regulation compliance
• Execute recruitment activities ensuring transparency and equity and issuing job offers conveniently in order to meet HR needs.
• Inform all the new staff on Staff Regulations, HR policies and regulations and/or living conditions in order to facilitate staff integration and their security.
• Execute, under the HR Coordinator supervision, employee contract related activities (file opening and formal documentation archiving, personal data updating, amendments, termination dates supervision, etc.) in order to ensure legal compliance.
• Present and explain contract terms and the content of Internal regulation (rights and obligations) to newly recruited personnel in order to ensure legal compliance and local integration.
• Collect the variable pay slip elements on Homere (paid holidays, sick leave, unpaid leave, etc.) in order to ensure accurate and on time payroll payment.
• Supervise the payroll process, checking the list of employees and amounts payable (variable pay, taxes, social securities contributions, etc.) in order to ensure accuracy and on time payroll payment.
• Follow-up cost of living on a regular basis.
• Register applicants to training activities and help the HR Coordinator to evaluate the results in order to improve return on training expenditures.
• Support the HR Coordinator to draw up annual holiday planning in order to schedule staff shifts and cover operational needs.
• Supervise project budget execution in order to detect deviations and recommend corrections.
Minimum Educational Qualification:
• Essential – Diploma / degree in Human Resources, or Business Administration.
Experience:
• Essential: working experience of at least two years in relevant jobs.
• Knowledge of Tanzania Labour Law in depth and capable to implement it, with practical experience.
• Desirable experience with MSF or other NGOs in developing countries.
Languages:
• Fluent oral and written English and Swahili (speak, read and write)
