JOB DETAILS:
Key functions, accountabilities and related duties/tasks
• Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.
• Ensuring the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs).
• Conducting programme monitoring in UNICEF focus districts for cash and supplies and informing team-members on the status.
• Helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.
• Monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery.
• Supporting the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
• Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and making amendments and alterations as per section revisions when necessary.
• Carrying out transactions in VISION pertaining to grants and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
• Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
• Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
• Helping prepare periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
• Supports capacity development activities related to programme development by preparing training materials and participating in exercises.
To qualify as an advocate for every child you will have…
• Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
• A minimum of six years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.
• Fluency in English is required. Knowledge of another official UN or a local language is an asset.

Duties and Responsibilities
• Initiate, develop and manage IUCEA’s public relations and corporate communication plans and production of Annual Reports.
• Liaise with user divisions/units provide support in the facilitation of conferences, education exhibitions, meetings/forums.
• Gather accurate and relevant information necessary for the publication of IUCEA brochures, journals, in-house newsletters and other relevant literature; and facilitate the design, development, production and distribution of the same
• Initiate a periodic newsletter.
• Manage the communication channels including media and any stakeholders in relation to the project brand for the component of IUCEA.
• Manage the IUCEA social media platforms.
• Create content, monitor and manage conversations to promote and ensure reputational risk mitigation for IUCEA.
• Appropriate dissemination of information related to the success stories of the project and ensure appropriate packaging to attract the required stakeholder.
• Help in development and improvement of the website of IUCEA with events (upcoming and completed), activities and major related partnerships at the different areas.
• Develop and update the IUCEA Communication Strategy with the communications plan for the institution that covers all activities.
• Ensures development, operationalisation and maintenance of an online website and portal for the IUCEA, with frequent regular updates on key elements like events, partnerships etc.
• Collect, collate and standardise the necessary information for periodically updating the IUCEA website.
• Monitor the media, lobby groups and maintain close contact and cordial relations with regional and international media to sustain a positive image of IUCEA.
• Organise and coordinate corporate functions/events and attend to all protocol matters.
• Prepare required speeches, briefs, reports, flyers, brochures, advertisements, and messages to enhance the objectives of the institution.
• Maintain harmonious internal and external contacts with IUCEA’s stakeholders.
• Handle external relations and visitors’ services, including arranging visits to IUCEA and prepare responses to all external inquiries and media queries.
• Ensure coordination, synergies, and coherence with communications officers of the partner institutions of the EAC and beyond.
• Performing any other duty as the Executive Secretary may from time to time direct.
