JOB DETAILS:
The Program Integrity Specialist is responsible for assisting in the implementation of the USRAP Integrity and Compliance Guide and Internal Malfeasance Prevention and Mitigation Measures in the Tanzania Country Office. The Program Integrity Specialist supports and at times leads fraud investigations, including assessing fraud allegations, conducting interviews, and writing investigation reports.

Essential Duties:
• Compliance
• Supports and at times facilitates fraud and malfeasance investigations in coordination with the Tanzania Head of Office, RSC Director, Senior Compliance Coordinator, Program Integrity Manager, and Human Resource Manager as appropriate.
• Draft fraud and malfeasance investigation and closure reports, ensuring that both CWS and donor reporting requirements are met, as needed.
• Monitor and tracks fraud reporting mechanisms on a daily basis.
• Oversee compliance with requirements as specified through the Cooperative Agreement, Integrity and Compliance Guide, and RSC Internal Malfeasance Prevention and Mitigation Measures.
• Support the maintenance and revisions of Standard Operating Procedures (SOPs), independently and collaboratively, to ensure internal compliance with fraud and malfeasance mitigation guidelines and investigation/reporting requirements.
• Coordinate with country office management on development of new and innovative ways for fraud and malfeasance mitigation.
• Support the preparation of quarterly and annual reports for the funder on matters of program integrity.
• Join regular meetings and activities of the Fraud and Ethics Committee.
• Maintain a current knowledge of the USRAP.
• On occasion, travels independently to the main office, sub-offices, circuit ride locations to conduct Program Integrity monitoring and training field visits.
• If a U.S. passport holder: Lead or support sensitive, urgent U.S. passport only investigations.
• Monitor and manage the physical fraud and suggestions box in Tanzania*.*
• Data Management and Analysis
• Collaborate with Information Technology Point of Contact to ensure internal IT controls are sufficient and surpass guidelines for the security of START and electronic data for the country office.
• Representation
• Develops and maintains effective and independent relationships with CWS/RSC Africa USRAP partners and donors, including PRM, USCIS, IOM, UNHCR, and domestic Resettlement Agencies.
• Attends Quarterly Fraud Trend meetings as needed.
• Ensures partner communication from the unit is professional, timely and proactive.
• Represents organization policies and CWS RSC Africa values to staff.
• Ensures the workforce is professional when representing CWS RSC Africa to refugees, partners, the funder, and colleagues.
• Program Administration
• Provide guidance and acts as a resource to programmatic and administrative staff working on Program Integrity-related projects.
• Assist with the development of program integrity management system resources.
• Identify any program related gaps at the country -office and works to resolve them with sub-office management and Program Integrity Unit in Kenya.
• This position also performs other duties that may be assigned by the Head of Office, Senior Compliance Coordinator, and/or CWS RSC Africa Management to enhance the efficiency and efficacy of the operation.

Qualifications:
• Experience:
• Five (5) years of paid work experience is required.
• One (1) year of US Refugee Admissions Program experience preferred.
• One (1) year of workplace investigation experience preferred.
• Skills:
• Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
• Excellent verbal and written communication skills.
• Strong analytical and problem-solving skills.
• Working knowledge of START highly desirable.
• Knowledge of the US Refugee Admissions Program highly desirable.
• Experience living and working overseas.
Education & Certifications:
• Bachelor’s Degree in Criminology, Business Management or a related field or the equivalent combination of education, technical certifications or training, or four years of paid work experience in lieu of a bachelor’s degree is required.

GIZ is looking to fill the position of Gender Advisor in the Sport for Development in Africa regional project in Zanzibar(Unguja and Pemba).
Tally Solutions
Launched in 2014, the 'Sport for Development in Africa'(SADA) Regional Project establishes sport as a tool for achieving development goals in selected African countries on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Building on the great enthusiasm for sport in Africa, the German development cooperation and its African partners constructed grassroots sports grounds, trained multipliers, and advised organisations on fostering youth development through sport in over 15 African countries by 06/2022.
From 07/2022 to 06/2025 S4DA focuses on promoting gender equality, female entrepreneurship, and gender-transformative approaches through sports aiming to change mindsets and behaviour patterns regarding the discrimination of women and girls. The project will be jointly implemented with the African Union Sport Council (AUSC) and other key stakeholders in Senegal, Tanzania (Zanzibar and Pemba), and Kenya. Additionally, smaller-scaie measures will be implemented in other African countries.
Duty station: Stone Town, Unguja with potential relocation to Chake Chake Pemba at a later stage in project implementation, duty travels within the region required on demand basis

Responsibilities
The Gender Advisor is responsible for:
• Supporting the implementation of the GIZ Gender Strategy focusing on internal and external gender mainstreaming in close cooperation with the S4DA Gender Focal Points of the regional project and GIZ Tanzania
• Supporting and advising partners in Unguja and Pemba on planning, implementation, monitoring and evaluation of gender transformative sport for development approaches tackling sexual and gender-based violence(SGBV)through sports(e.g. MenEngage)
• Providing gender-relevant information for S4DA project implementation with a specific focus on Unguja and Pemba and the Eastern Africa Region
• Capacity building of partners and organizations in the field of gender and advisory in the development of policies, strategies, guidelines
• Maintaining international and national gender-relevant networks
• Advising the project manager and S4DA in implementing the GIZ Gender Strategy and updating
them on relevant developments at company and policy level

Tasks
The Gender Advisor will:
• Advise partners and organizations in gender-related topics, gender transformative sport for development approaches (e.g. MenEngage)
• Contribute to the Zanzibar (Unguja and Pemba) specific gender analysis on project and country level
• Conduct capacity-building measures for partners in gender and sport for development related topics
• Liaise with S4DA Gender Focal Points to conduct trainings for GIZ employees, interns, and development workers on relevant GIZ gender policies and their implementation • Participate in national and international gender networks
• Monitor gender-relevant developments in Tanzania and internationally, and regularly update projects and staff on relevant topics
• Contribute to the design and further development of S4DA's gender-sensitive results-based monitoring system

The Regional Project Officer will provide planning, coordination and technical support to countries implementing SLL in the Eastern Africa hub for quality execution of project activities as per Ministry of Health COVID-19 vaccination priorities and monitor the achievement of project deliverables as per the overall Project’s objectives. The role will be based in East Africa.

Job Responsibilities
• Program Planning and Implementation Oversight (40%)
• Support the development and implementation of Countries’ SLL implementation plans.
• Ensure that the Countries’ implementation plans are closely monitored and reviewed periodically.
• Ensure quality implementation and performance of all projects.
• Work closely with the Regional Programme Managers and Country Managers for follow through of recommendations made during weekly review sessions.
• Provide technical input in the growth of the GHS program portfolio and overall management of health initiatives in the Unit.
• Technical Program Support (30%)
• Provide technical support to country teams in development and review of project documents such as budgets, workplans and M&E plans.
• Provide technical support to strengthen the capacity of country teams to align with MOH priorities and enhance COVID-19 vaccine deployment in the respective countries.
• Support development of technical briefs for GHS Unit.
• Identify promising practices and models for follow through and incubation.
• Monitoring, Evaluation, Reporting (20%)
• Organise and Lead periodic program review meetings (Monthly, Quarterly and Annual Program Review meetings).
• Participate in weekly review sessions with the countries and flag any issues that need management attention in a timely manner.
• Work closely with the GHS M&E team for timely compilation of technical reports on a weekly, monthly, quarterly, biannual, annual basis observing donor-specific deadlines and requirements in compliance with relevant Amref policies and regulations.
• Knowledge Management and Learning (10%)
• Leading research work including documentation, dissemination and publications of project innovations and impact stories.
• Convene periodic cross learning platforms and forums for the SLL program.

Education and Knowledge
• Bachelor’s degree in Public Health or related field.

• Required Qualifications and Experience
• Eight (8) years relevant work experience in management of national/regional health programs.
• Solid experience leading diverse teams and preferably regional teams. Demonstrated experience of contributing to national/international public health emergency discourse to influence public health programming.
• Experience and strong reputation working with or liaising with Ministries of Health would be an advantage.

JOB DETAILS:
The contractor will support the implementation of the Advocacy, Communication, Social Mobilization (ACSM) and SBC M&E activities, including capacity building of partners to facilitate effective polio outbreak response interventions in Tanzania. Provide technical support to MOH subnational level team in the planning and implementation of the national operational plan for polio response as per global guidelines and SOPs in consultation with key stakeholders Strengthen subnational SBC capacity per defined geographic prioritization to engage in polio response in line with GPEI response plan guideline Employ polio communication M&E standards and systems including the use of social data in cooperation with the relevant stakeholders.

Key Tasks, Deliverables And Time Frame
• Working closely with the international SBC expert and UNICEF Health and SBC team:
• Support mapping of communication platforms and networks at the subnational level (Region, Councils/districts that have failed the LQAs)
• Support review, pre-testing, adaptation and contextualization of IEC products to reach various target populations/ audiences, based on a careful assessment of the community’s knowledge, practices and behaviors and ensure that an effective distribution plan is in place
• Facilitate ACSM micro-planning in targeted Regions/districts working closely with MOH and key stakeholders
• Support coordination of the ongoing implementation of ACSM activities at sub-national levels
• Providing technical support in conducting community engagement, social mobilization and advocacy activities to support the planned SIA rounds in line with the Polio response plan
• Facilitate ACSM training for provincial and district health promotion and other relevant staff in line with the UNICEF global training standards for Polio response
• Ensure that monitoring and reporting of ACSM activities are carried out in line with the M&E standards and systems and use of social data, including a focus on reporting on missed children and refusal children recorded during the campaign; document human interest stories and good practices
• Support the assigned Region(s) to undertake the prescribed SIA preparedness activities and ensure timely reporting through the prescribed M&E platforms (Google Dashboard and ODK reporting system) before and during the SIA campaign.
• Support the RHMT/CHMT to conduct effective PHC meetings and other relevant community engagement and mobilization events
