Generally, the purpose of the role is to:
• Provide legal advice and support to the different businesses and function in country, and to manage legal resources both internally and externally
• Provide legal and regulatory compliance support and written Legal opinions to Vivo Energy Tanzania and Joint Ventures (JVs).
• Provide quality Company Secretarial duties to Vivo Energy Tanzania Limited and Joint Ventures (JVs).

Specially, the person will under the following responsibilities:
• Assessing and managing all legal obligations and responsibilities of the Company to ensure that at all times the business of the company is conducted within the law;
• Checking on the various aspects of the operations of the company and advising on the legality of such actions and ensuring compliance;
• Providing legal representation, advice, counsel, and opinions in all areas of law affecting the Company, including compliance and legal regulatory issues;
• Keeping a follow up on all the cases in which the Company is a party to ensure quick and optimal resolution for the company;
• Supervising and guiding the external lawyers and firms representing the company;
• Advising the Company, its management and other employees in the course of their work for the company;
• Bringing legal issues and concerns to the attention of senior management and assisting in developing policies to ensure compliance with the law;
• Undertaking legal review of and advise the company upon important legal documents, agreements, policies and procedures;
• Providing updates to the company’s management on the legislation that affects the company’s business and operations;
• Conducting legal training to the Company’s employees on the respective legal requirements for their roles in the Company and acting as a resource on the interpretation of existing or proposed laws and regulations;
• Providing legal advice regarding all legal matters involving regulators, complainants or other parties;
• Providing company secretarial services to the company

Performing other projects and duties at the request of the Company’s management as assigned
Requirements
• A University degree in Law and a called to the Bar
• Membership of the Tanganyika Law Society
• A minimum of 5 years practice in Company and Commercial Law
• Previous experience in corporate setting and management is desired

JOB DETAILS:
• This role is part of a project financed by the FCDO and the European Union and managed by UNDP that seeks to address aspects of serious and organized crime (SOC). At the request of The Revolutionary Government of Zanzibar, the project will support the employment of a specialist law enforcement officer to assist in tackling complex international crimes operating through and from the islands. The focus will include narcotics, human trafficking, illicit wildlife trade and specific risks to children on the islands.

Duties and Responsibilities
• The international expert will be expected to contribute to the following output:
• Indicative Output: Enhanced functional capacity of the Zanzibar law enforcement agencies tackling transnational organized crime
• Responsible for mentoring heads of appropriate agencies; managing and leading a team responsible for developing and progressing complex transnational serious organized crime investigations;
• Investigations are undertaken in an extremely sensitive and closed environment; the work will be dynamic in identifying intelligence and evidential opportunities to progress investigations.
• Lead and be responsible for developing and progressing investigations;
• Through a variety of methods including traditional and technical evidential capture, the securing of international evidence (where appropriate) and case building through to a judicial outcome.
• Perform the role of subject matter expert and senior investigating officer;
• Assisting, advising, leading and managing complex investigations and projects to ensure that they are carried out thoroughly in accordance with policy and relevant Tanzanian legislation.
• Assist in setting the direction for operational activity and assist in communicating proposed activity to staff and stakeholders.
• Investigate serious and complex transnational organized crimes.
• Against the highest risks and harm posed to Tanzanian communities in an ethical and lawful manner.
• Set and monitor operational performance and ensure that all operations and projects align with strategic objectives, comply with relevant control strategies;
• Create and oversee risk registers and report regularly to relevant stakeholders;
• Manage change activity and communicate proposed changes to stakeholders;
• Build good working relationships with both internal and external partners including other law enforcement agencies and the NPS;
• Plan, prepare and carry out days of action to arrest subjects involved in serious and organized crime.

Institutional Arrangement
• The TOCU expert will report directly to the Programme Specialist - Governance within UNDP. S/he will have a close working relationship with the designated Government SOC -Project Coordinator within the Director of Public Prosecution’s Office in Zanzibar.

Required Skills and Experience
Education:

• Master’s Degree in in Security Studies, Public Administration relevant field;
• Bachelor’s Degree in a relevant field with two (2) additional years of relevant experience may be accepted in lieu of Master’s Degree.

Experience:
• Minimum 7 years (Master Degree) or 9 years (Bachelor Degree) in the investigation and management of serious and organized crime;
• Understanding of the relevant Tanzanian legislation (including international law) affecting operational activity, and enforcement techniques, investigative strategies and intelligence gathering capabilities;
• Proven experience of successfully leading a team to deliver against operational objectives and performance;
• Proven law enforcement operational experience investigating transnational SOC;
• Experience in effective operational decision making with accountability for decisions made;
• Proven leadership of international police operational activity;
• Substantial experience in managing investigations, plans and strategies, or financial strategies to maximize disruption outcomes;
• Comprehensive understanding and application of appropriate law enforcement decision models;
• Comprehensive understanding and application of SOC Case Decision Logs;
• Completion of detailed risk assessments in support of operational activity;
• Managed sensitive intelligence products and dissemination to relevant partners;
• Understanding of the cyber landscape, emerging techniques and associated threats;
• Senior police PIP2 or equivalent experience; PIP2 or equivalent supervisor or manager computer proficiency;
• Strong drafting writing and communication skills;
• Computer proficiency.

Language Requirements:
• Excellent verbal and written command of English;
• Knowledge of Kiswahili would be an added advantage.
