Medical Science for Health (MSH) is a global nonprofit organization, partners with governments, civil society, the private sector, and health care workers to build resilient and sustainable health systems. Its mission is saving lives and improving the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health. MSH through its projects, Technical Support Services Project (TSSP) that’s supports the Ministry of Health, Community Development, Gender, the Elderly, and Children (MOHCDGEC) and public health institutions to continuously improve the health system to achieve and sustain HIV epidemic control in Tanzania, and TSSP's technical strategy is grounded in the US President's Emergency Plan for AIDS Relief (PEPFAR) vision for an AIDS-free generation. MSH is looking to recruit 3 energetic and hands on Senior Staff for its currently projects that ends in 2021. All positions are based in Dar es Salaam with extensive travelling to programme sites across the Country. .

The SI Advisor reports to Project Director and will lead the project M&E and learning activities, including: systems development and implementation, strategy and guidance document development, capacity building, quantitative and qualitative data analyses, program evaluation, routine program monitoring activities, and identification and dissemination of best practices to provide the needed advisory and capacity building support to the MOHCDGEC and PHIs and to meet the CDC development assistance goals in Tanzania; S/he will also maximize synergy and integration of SI with the other project’s work streams (Client- Level Data Systems; Human Resources for Health; and Continuous Quality Improvement); Lead the design and oversee the implementation of internal TSSP M&E and learning frameworks, plans and indicators to assess project performance and impact, and report progress towards the project’s objectives; Collaborate with the MSH Home Office, to lead the development and oversee implementation of project reviews; Collaborate with CDC, the MOHCDGEC, PORALG and other stakeholders via M&E/HIS technical working group and other relevant forums to enhance coordination and promote efficient use of resources; Support the MOHCDGEC in the implementation of the M&E Strengthening Initiative (MESI), including implementation of tracking tools for use by all partners; Provide technical assistance in data use including the development of national health dashboards, district health profiles (DHPs) and regional health profiles (RHPs) to support priority national HIV/AIDS and other programmatic needs and district capacity to use data in planning, such as through Comprehensive Council Health Planning (CCHP); Support the MOHCDGEC to improve data quality of HIV and other priority data, data analysis and use for decision making, and complete integration of HIV data into the DHIS2; and Work with other TSSP work streams to conceptualize and implement practical use cases of new set of data, such as HIV case base surveillance from electronic medical records.

Advanced degree in epidemiology, public health, or related health, medical, or social science discipline; doctoral-level degree preferred. A minimum of 7 years of progressively responsible experience including provision of technical assistance to government agencies and/or to large international NGOs in developing and strengthening health systems, senior-level strategic information (including M&E and HMIS) expertise, and responsibilities on international HIV or other health projects. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CDC and other donor organizations. Proven track record of fostering team collaboration in order to achieve goals, meet milestones, and produce on time high quality written qualitative, quantitative, and narrative deliverables. Proven capacity in designing and establishing M&E and data quality improvement systems, developing and implementing Performance Monitoring Plans, development of quantitative and qualitative research instruments, designing and conducting program evaluations, conducting data analysis and use, learning activities, and M&E capacity strengthening workshops, Advanced statistical analysis and data management skills using Excel and presentation skills Good understanding of the Tanzania Health System, the National Health Management Information system, PEPFAR program requirements, and the supporting electronic platforms such as DHIS 2 and PEPFAR’s Data for Accountability Transparency and Impact (DATIM) online platform, Sound knowledge of DHIS 2, with capacity to assist the MOHCDGEC to strengthen its DHIS2 national instance and HIV specific strategic information and Experience designing or working with dashboards and other web based health program data management and presentation tools. Experience in working in the fight against HIV/AIDS, especially working with the National Aids Control Program (NACP), and knowledge of the HIV CTC information systems, is a plus; Experience working with the MOHCDGEC and the Tanzania government; and Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferred.
