Medical Science for Health (MSH) is a global nonprofit organization, partners with governments, civil society, the private sector, and health care workers to build resilient and sustainable health systems. Its mission is saving lives and improving the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health. MSH through its projects, Technical Support Services Project (TSSP) that’s supports the Ministry of Health, Community Development, Gender, the Elderly, and Children (MOHCDGEC) and public health institutions to continuously improve the health system to achieve and sustain HIV epidemic control in Tanzania, and TSSP's technical strategy is grounded in the US President's Emergency Plan for AIDS Relief (PEPFAR) vision for an AIDS-free generation. MSH is looking to recruit 3 energetic and hands on Senior Staff for its currently projects that ends in 2021. All positions are based in Dar es Salaam with extensive travelling to programme sites across the Country. .

The Sustainability Advisor will report to Project Director in her/his day to day work, and will closely collaborate with TSSP’s other technical advisors to provide integrated technical advisory services across the project’s work streams. The primary role is to advise TSSP to develop sustainability strategies by supporting all TSSP technical work streams (CLDS, SI, HRH, CQI) to integrate sustainability planning into all activities, develop respective transition and sustainability approaches and plan(s), and help the government implement them.

S/he will also work under the guidance of the home office Technical Strategy Lead (TSL), and in close coordination with the donor (CDC), the MOHCDGEC, and project partners; advise TSSP to develop sustainability strategies by supporting all TSSP technical work streams (CLDS, SI, HRH, CQI) to integrate sustainability planning into all activities, develop respective transition and sustainability approaches and plan(s), and help the government implement them; Analyze sustainability-related business models, approaches, tools, and relevant country experiences such as the PEPFAR Sustainability Index and Dashboard and develop recommendations for Tanzania; Propose definitions and critical dimensions of the sustainability of HIV epidemic control with respect to HIS, HRH, CQI in the Tanzania context; Develop technical approaches, and specific activities in the relevant domains; such as policy, legislation, overall strategy, leadership and governance, investments in health information systems, data standards and interoperability of HIS platforms; Provide recommendations based on global best practices, and design specific solutions in the Tanzanian context for addressing critical bottlenecks to HIS sustainability, including: resource mobilization and strategic allocation, outcome planning, accountability, M&E systems, talent management, institutional sustainability, policy reforms, risk management; Lead stakeholder advocacy, consultations and coordination to support nationwide consensus building and adoption of proposed sustainability frameworks by the Government of Tanzania; Assist the government with the development of comprehensive multi-year sustainability plans, detailing partner support in various domains, as well as roles and responsibilities, key milestones, accountability mechanisms; Ensure alignment of the sustainability plans with the goals and priorities if the National HIV/AIDS Control program and Share lessons learned in sustainability approaches across MSH to fully leverage the CDC investment in the TSSP project.

Qualifications and Experience A master’s degree in computer science, information technology, information systems, business administration, economics, finance, or equivalent qualification; A combination of degrees in both information technology and business fields is strongly preferred; Minimum of 10 years of experience with progressively increasing responsibilities in the fields of health systems strengthening, health systems governance, information and communications technology, health informatics, business analysis and business strategy development; Demonstrated experience with the development and implementation of comprehensive sustainability plans for the government or large business entities or large projects in Tanzania or countries with a similar environment; Deep knowledge of Tanzanian information and communication technology (ICT) and health information systems and related operational issues; Good understanding of principles for universal health coverage and health systems self-reliance; Deep understanding of the Tanzania health system and HIV/AIDS program priorities; Excellent interpersonal, coordination, presentation, and writing skills; Willingness and ability to be flexible to meet changing priorities and deadlines and Fluency in Kiswahili and English.
