JOB DETAILS:
Tanzania Health Promotion Support (THPS) is an indigenous nongovernmental organization (NGO) founded in 2011 under Nongovernmental Organization Act No. 24 of 2002. THPS collaborates with the Ministry of Health (MOH), the Ministry of Community Development, older people, and special groups, the Regional Administration and Local Governments (PORALG), the Ministry of Health in Zanzibar, and the Ministry of Home Affairs (MoHA) to ensure that all Tanzanians have access to high-quality health care and social welfare services by strengthening health and community systems.

Open Position and Description

4. Chief of Party
Position Purpose: The Chief of Party (COP) will be responsible for the overall leadership, management and reporting of the USAID Thamini Afya Activity and will be the key liaison with USAID and the GOT in relation to the program. S/he will provide strategic direction to the project team, guide the senior technical staff, and ensure quality and compliance. S/he will supervise activity implementation and ensure the programmatic, technical and financial integrity of the USAID Thamini Afya Activity meets stated goals and administrative and reporting requirements. The COP will work with technical staff to develop and implement individual staff action plans in line with the approved work plan and budget for the project year and manage the work plan and activities budgets to meet project objectives. The COP will take a leadership role in coordination among USAID key stakeholders and other implementing partners. She /he will be politically savvy and will work closely with numerous GoT institutions and senior-level national and county-level government officials

Key Responsibilities:
1. Provide leadership and strategic direction to ensure the programmatic and financial integrity of the program and to achieve rapid and sustained goals, objectives and targets within the prescribed time frames.
2. Overall responsibility for assuring that all technical assistance and services provided under the contract are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
3. Monitor all annual work plans, monitoring, evaluation, and learning plans/strategic information plans to ensure that the project is achieving performance results, meeting deliverable expectations, and maintaining compliance with all USG rules and regulations; analyze and mitigate identified risks and resolve constraints, as required
4. Ensure successful kick-off and closeout of the program
5. Oversee successful onboarding and closeout of all the consortium partners as guided by USAID requirements and parameters.
6. Work closely with THPS senior management team to promote and maintain safe and equitable work environments for all personnel, including a harassment and violence-free work culture, and systems for safeguarding project participants.
7. Communicate in a timely fashion with the THPS Executive Director and senior management team and USAID on the coordination of activities and regarding status/problems associated with activities and offer proposed solutions
8. Provide overall technical and administrative leadership to the project implementation team, including the development of work plans, strategies, budgets, MEL plans and reporting.
9. Ensure the strategic and functional integration of all technical areas as well as strong collaboration with government counterparts, donors, the private sector, other implementing partners and THPS programs.
10. Coordinate with other USAID Tanzania representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions.
11. Serve as the project's primary point of contact with USAID, other implementing partners, MOH, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including community-based organizations and other Non-governmental organizations.
12. Balances the interests of various stakeholders and supports participatory governance through multisectoral partnerships.
13. Lead the operationalization and institutionalization of program approaches and strategies and ensure that all critical players are engaged.
14. Coordinate and plan meetings with USAID, MOH, PORALG and other partners at national and regional levels.
15. Ensure project financial systems and controls comply with the funder's generally accepted accounting standards (GAGAS) and the (IPSAS) Government of Tanzania standards
16. Working closely with the THPS Chief Operation Officer, Finance Director and the SBC Activity Program Finance and Administration Manager to oversee the development and management of the project’s budget.
17. Lead and advise on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards.
18. Lead development and implementation of sustainability plans and ensure continuous engagement of local government authorities (R/CHMTs) in supportive supervision.
19. Ensure accuracy and timely submission of all quarterly/annual reporting requirement
20. Supervise the development, implementation and reporting of evaluation and performance management including mid and end-term project evaluation
21. Lead, coach and mentor project staff to build their capacity and strengthen competency and professional development.
22. Lead the learning agenda component and ensure wide sharing of best practices to key stakeholders.
23. Work closely with THPS staff, to ensure effective, timely and coordinated project implementation.
24. Ensure compliance with USAID and THPS operational policies and regulations.
