JOB DESCRIPTION
• In partnership with Norges Vel, we are implementing a long term project to strengthen food security for millions of consumers in Tanzania by increasing small-scale food producers’ productivity, market access, and climate resilience.
• You can be a part of this exciting and impactful project as we are currently recruiting a Climate User Engagement Expert for a 12-month assignment with possible extension. You will work at Norges Vel´s offices in Msasani, Dar es Salaam. As you will be working closely at community level, fluency in Swahili is a prerequisite for this role.
• NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions that meet the needs of people at risk.

• Supporting humanitarian, development and peacebuilding initiatives that protect and empower people
• Improving impact at the global and local level through joint projects with partners and stakeholders
• Providing expertise and developing capacity that enable partners to meet the needs of people in fragile situations and crises
• Strengthening the global system that we are part of through support for leadership, coordination and policy development
• Building bridges between the humanitarian, development and peacebuilding sectors
• To address small-scale producers’ need for climate and weather information and services, the User Engagement/Agrometeorology Expert will help improve communities’ access to timely, accurate climate and weather services, and help them understand and interpret available weather services to support/inform their decision making. You will be responsible for providing technical advisory services on improved climate-resilient agricultural practices including pests, and diseases. You will contribute to streamlined agricultural extension services with a strengthened collaboration with relevant line ministries and actors. Overall, you are expected to improve small-scale producers’ access to reliable climate information and services to help them adjust their agricultural decisions and enhance their food security and resilience.
• The project also has a clear gender equality focus intending to reach and support 50% women to increase their income. Therefore, a focus on gender equality/women inclusion from analysis/assessments to final products and accessibility of these are important aspect of the project.

Main tasks and responsibilities
• Map and analyse various elements of agricultural production in the target area with a main focus on rice production/value chain under the specific climate hazards and risks, agriculture practices, inputs, etc of target communities.
• Map and analyse level climate and weather information and service deliveries vs the needs and use for decision-making, including existing community-based traditional and indigenous forecasters.
• Improve small-scale food producers’ access to timely and accurate climate and weather information.
• Supporting translation of climate information and services, season and sub-seasonal forecasts, short and medium-term projections, and scenarios for decision-making purposes with relation to rice value
• Developing small-scale producers’ engagement strategy in the use and uptake of climate and weather information services together with relevant intermediaries, local meteorological and research institutions etc.
• Building partnerships and networks involving the Tanzania Meteorological Agency and agricultural extension services
• Facilitate feedback and user support between climate and weather services producers and communities.
• Design and support the design of a training curriculum covering key stakeholders in areas of climate risks and agriculture livelihoods

Qualifications
• An advanced university degree in social/behavioral science (Communication for Behavioral Change, Agrometeorology, Sociology, Anthropology, Psychology,) with an emphasis on strategic communication planning for behavior development, participatory approaches, and research, training/facilitation and impact evaluation of communication interventions
• Experience in climate resilience agriculture supporting climate risk interpretation, and communication with solid skills in farm-level risk management through conducting qualitative and quantitative studies.
• Training and experience in gender equality,and Communicating with Communities (CwC), Accountability for Affected Populations (AAP), and Community Engagement and Accountability (CEA).
• Training & experience in communication for development (C4D) and implementation in C4D, social mobilisation and behavioral change.
• Excellent communication skills, both written and verbal, with the ability to convey technical information to non-technical audiences.
• Ability to work collaboratively in a team environment and engage effectively with stakeholders from diverse backgrounds
• Experience and regional exposure with the following are an advantage
• Training grassroots media in weather and climate reporting at the Regional Climate Centre level in Africa is essential.
• Experience with a round table of stakeholder’s approach (multi-sectoral approach including policymakers) at the RCC level is an added advantage.
• Inclusive, people-centered design & and merging AI with Human Behavior in Weather and Climate issues.
• Experience in community engagement and innovation in developing tools.
• Familiarity with climate change concepts, adaptation strategies, and mitigation measures is advantageous.
• Use of local languages, SMS, and grassroots meetings for weather and climate information.
• Generate articles on users of weather and climate at the national and regional level.
• English-speaking and Swahili-speaking
