Job Description
Background/IRC Summary:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims to survive and rebuild their lives.

For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in the Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas of Safety (comprised of Protection and Rule of Law, Women's Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.

Job Overview:
The Compliance Manager will support the Senior Compliance and Safeguarding Manager to support ethics and compliance-related functions across the country program. The core purpose of the role is:
To build a safe and compliant working environment within IRC, through proactive prevention initiatives to reduce wrongdoing and timely, coordinated action where behavior is suspected to be inconsistent with IRC values and policies.

Major Responsibilities:
• Prevention: Create a safe and compliant environment
• Provide oversight to field office locations (operations and programs) to ensure compliance with internal IRC policies and procedures, applicable Tanzania laws, and donor regulations.
• With support from the Compliance and Safeguarding senior Manager, promote an expectation and culture of reporting suspected misconduct into the ECU for any suspected forms of abuse or wrongdoing, to allow for proper follow and action as required.
• With support from the Compliance and Safeguarding senior Manager, develop and manage aspects of the country program’s risk management process, relating to ethics, and compliance.
• Support to conduct regular spot-checks and compliance assessments; document findings and propose solutions and mitigating measures.
• Contribute to supporting partner compliance including their selection, and agreements, reviewing supporting documentation, training, and ad hoc compliance support as needed.
• With support from the Compliance and Safeguarding senior Manager, support donor and internal audits and provide follow-up support on the timely implementation of audit findings and action plans in conjunction with key country program staff.
• Participate in grant start-up and close-out meetings.
• Install a strong culture of ethics and compliance by assisting the Senior Compliance and Safeguarding manager with ongoing training, capacity building, and advice to staff and partners as needed.
• Support records management and archiving processes to assist with the proper filing of documentation.
• Support on special projects and other tasks as assigned by your line manager.
• Misconduct Allegations and Investigations
• Promote a culture of reporting ethics and compliance concerns, providing appropriate feedback to staff, partners, and complainants, and working closely together to ensure support and follow-up.
• Support the Compliance and Safeguarding senior Manager in all aspects of the investigation of allegations of suspected fraud, waste, and IRC way misconduct.
• Provide timely support to the senior compliance and Safeguarding manager on investigations as required following the IRC investigation process.

Key Working Relationships:
• Position Reports to Compliance and Safeguarding Senior Manager
• The position directly supervises none.
• Internal: All sectors and departments

Qualifications
Education:
Bachelor’s degree in accounting, finance, Business Administration, or other relevant subject area

Work Experience:
Minimum 2 to 5 years of experience working in finance/audit/compliance-related functions. Experience in the NGO/humanitarian sector is desirable.

Demonstrated Skills and Competencies:
• Previous experience in conducting training/capacity building.
• Knowledge of institutional donors would be an asset.
• Good communication and report-writing skills are essential.
• Excellent interpersonal skills with a demonstrated ability to develop positive relationships with team members.
• Ability to handle sensitive situations diplomatically and confidentially.
• Commitment to upholding and modeling IRC’s core values (the IRC Way), demonstrating high standards of ethics and integrity.
• Excellent interpersonal skills with a demonstrated ability to develop positive relationships with local and remote team members at multiple levels in the organization. Experience in working collaboratively and/or advocating with other sectors and teams.
• Ability to travel to other IRC field sites and field project sites to promote ethics and compliance awareness.
• Computer skills are required – MS Office package and Internet.
• Self-motivated, highly responsible, punctual, flexible, culturally sensitive. Ability to work both independently and as part of a team.

Language/Travel:
English and Swahili are required.

Working Environment
Security level yellow - The situation in most of the country is calm. Some parts of Kigoma experience insecurity-highway banditry.
