Winrock international is a subcontractor to Tetra Tech, the “prime implementing partner for the United States Agency for international Developments (USAID) “Tanzania Water Resources integration Development initiative” (WARIDI). WARIDI seeks to improve health, water resources management, agriculture, and climate change adaptation across 20 Local Government Authorities (LGAs) in the Wami-Ruvu and Rufiji River Basins. The activity is supporting the Tanzanian Governments’ efforts by working with LGAs to implement the National Sanitation Campaign. Among the 20 LGAs where WABIDI works, there are five urban LGAs (Morogoro Municipal, iringa Municipal, Njombe Town Council, lfakara Town Council, and Mafinga Town Council). As a first step to understanding the sanitation and hygiene needs of the urban LGAs, WARIDI seeks an individual consultant to complete a baseline market assessment.

Scope of work
Complete an assessment of the current sanitation situation in five urban LGAs (Morogoro Municipal, iringa Municipal, Njombe Town Council, lfakara Town Council, and Mafinga Town Council). Assessment should include overview of household sanitation levels in LGA, services offered by the private sector for sanitation, and services offered by town/municipal utilities. The assessment will analyze gaps in sanitation service delivery and provide recommendations and opportunities tor WARIDI to work with the LGAs, utilities and private sector to improve the sanitation situation. The recommendations should address protect design, implementation, reliability for scaling up and sustainability measures.

Detailed Activity Plan will be developed by consultant prior to implementations and will require concurrence from WARIDI Chief of Party and Technical Staff.

Objectives ,

• Conduct a sanitation market/baseline survey in 5 urban LGAs to understand current and existing sanitation market size and identify gaps in sanitation service delivery 2. Develop contextual business models for each oi the 5 LGAs based on analyzed baseline and gaps identified in sanitation service delivery i
• Provide recommendations for multi-stakeholders‘ partnerships and involvement in sanitation service delivery and opportunities for WARIDI to intervene considering project indicators V

Anticipated Level of Effort: Up to 30 days

Key Qualifications
A successful candidate will possess the following skill set and educational background

Essential

• Experience conducting sanitation & hygiene baseline/market assessments in urban areas ~
• Ability to document outputs and deliverables through clearly-written English;
• Ability to travel to LGAs (Morogoro MC, iringa MC, Mafinga TC, lfakara TC, Njombe TC) for a period of one month in June/July 2018
• Demonstrated planning and management skills for prioritizing tasks and timely reporting

Beneficiaries

• First Degree in environments Engineering, social sciences or related field in sanitation and hygiene
• Qualitative research experience and/or-focus group discussion facilitation skills will be highly considered
• Experience working in urban areas to deliver sanitation and hygiene business development services
