Request For Expressions Of Interest (Consulting Services – Individual Consultant Selection)
1. This request for Expression of Interests follows the General Procurement Notice for this
Project that appeared in United Nations Development Business (UNDB) on 31st December
2015.
2. The Government of Tanzania has received financing from World Bank towards the cost of
Dar es Salaam Urban Transport Improvement Project (DUTP) and intends to apply part of
the proceeds of this Credit to eligible payments under the Contract for Engagement of
the Highway Design Engineer to support the implementation of DUTP and Capacity
Building to TANROADS, Tender No. AE.001/2022-23/HQ/C/100.
3. The consulting services (“the Services”) include reviewing and assisting the Client in addressing
the road design deficiencies and checking whether standards and road safety issues are
adequately addressed in road designs. During construction of the BRT infrastructures, the
Highway Design Engineer will support TANROADS in managing design issues through
provision of expert opinion to Contractors’ and Consultants’ staff attached to the BRT Projects.
The timeframe for the execution of this assignment is 12 months.

www.tanroads.go.tz 5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works
and Transport now invites eligible individual Consultants to indicate their interest in providing
the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services. Such information
may include updated detailed CV duly signed and copies of academic, testimonial, and
professional certificates. The interested Consultants should have the following qualifications
and experience:

with a degree in Civil/ Highway Engineering.
(ii) Master’s Degree in Civil/ Highway Engineering will be an added advantage.
b)Professional Experience:She/he must have a minimum of fifteen (15) years of progressively responsible
experience in designing large multi-disciplinary highways and urban roads
projects.
(ii)She/he must demonstrate profound knowledge of internationally recognized
highway design standards with good knowledge of AutoCAD or other applicable
computer-based design packages.
(iii)She/he must have served as Highway Design Engineer in at least two (2) of
similar nature over the last 10 years.
c) Language and Regional Experience:
(i) Must have a working experience of at least three (3) years in Africa/ developing
countries; and
(ii)Proficiency in written and spoken English is mandatory.
6. The attention of interested Individual Consultants is drawn to paragraph 1.9 of the WorldBank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA
Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant
Guidelines”), setting forth the World Bank’s policy on Conflict of Interest.
7. A Consultant will be selected in accordance with the Individual Consultant Selection Method
set out in the “World Bank’s Guidelines: Selection and Employment of Consultants under
IBRD Loans and IDA Credits and Grants by World Bank Borrowers; dated January
2011 revised July 2014.”.
