Background
The Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA) was established in 1988. It was initiated with the support of the Tanzanian Government to strengthen the private sector function. The establishment of the TCCIA was an important step in moving from a centralized, planned economy towards a more open, mixed economy giving full scope to privately owned enterprises and farms. Currently TCCIA operates in 26 regions of mainland Tanzania and over 120 district centres, which are autonomous and operational.
TCCIA regional offices and District Centers link the private sector to the Government with a view of promoting the development of private enterprise through linking business issues to business and development stake holders, the Chamber serves an arena where dialogue with the government serves to promote sustained growth and development of the private sector
TCCIA is a member of International Chamber of Commerce (ICC) of the United Nations and as part of our core function of business facilitation in Tanzania, TCCIA issue certificate of origin for all the products manufactured or naturally originating from Tanzania. TCCIA works closely with different international organizations on several activities to strengthen private sector in the country and also works closely with the Government of Tanzania.

Objective of the consultancy.
The objective of the consultancy is to facilitate HR infrastructure need and Review of Organization strategic Plan.

Specific objectives;
• Disciplinary cases management
• Recruitment and HR Systems
• Review of Organization strategic plan
• Review of Chamber policies
• Performance management

Scope of the consultancy
TCCIA is inviting potential interested vendors to submit proposal for provision of HR infrastructures and Review of Organization strategic Plan

Consultancy deliverables/outputs
Consultant will be expected to deliver
• Inception report on the process Indicated
• A list of key deliverables ant time line for the process
• A quality presentation of work done to the management of TCCIA

Report Requirement
• Share draft report and obtain comments/inputs and incorporate the same into the final report
• Prepare final report and submit (hard copy and electronic version in word format) to TCCIA Executive Director.
• Hard and E-copy of the HR & influstructure Needs and Review of Organization strategic Plan & policies

Essential minimum qualifications and professional experience required
• The team leader must have a master’s degree in Human Resources Management, Social Sciences, Business, Economics, Statistics or related field.
• Minimum of 10 years relevant professional experience in conducting HR infrastructures needs and organization strategic plan
• Strong background and experience in Human Resources consultancy assignments
• Technical expertise in assessing issues around Human Resources Management portfolio/cadre
• Ability to draw strong and valid conclusions
• Excellent in communication and report writing skills

Application Instructions and Requirements
• A Technical proposal with detailed response to the TOR, with specific focus on the scope of work
• Methodology to be used
• Initial work plan based on methodology outlined an indication of availability
• A financial proposal inclusive of all cost related to this consultancy
• Company profile and team’s CV’s including to minimum of 3 references.

The proposal will be evaluated against the following criteria
• Understanding of the assignment and contexts
• Quality and relevance of the proposed methodology and technical approach
• Evidence of analytical presentation of similar assignment
• Budget /value for Money
