Background

The Government of Tanzania has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Agriculture and Fisheries Development Programme (the client or procuring entity), and intends to apply part of the proceeds for the recruitment of consulting services, for which this Request for Expression of Interest (REOI) is issued.

Compliance Requirements

All consultants are required to comply with the Revised IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations. This includes:

• Maintaining records and documents relating to the selection process available for a minimum of three (3) years after notification of completion.
• Disclosing any administrative sanctions, criminal convictions, or temporary suspensions related to fraud and corruption.
• Not engaging in prohibited practices as defined in IFAD’s Anticorruption Policy or integrity violations, such as sexual harassment, exploitation, and abuse.

Selection Process

• The selection process will be conducted using Least Cost Selection (LCS) as laid out in the IFAD Procurement Handbook, which can be accessed via the IFAD website at www.ifad.org/project-procurement.
• The client will evaluate the expressions of interest (EOIs) using criteria provided in Annex 2. Shortlisted consultants will be provided with detailed terms of reference (TORs) and asked to submit a detailed technical and financial offer.

Consultant Eligibility

• Consultants may associate with other firms to enhance their qualifications but must clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
• Consultants must not have any actual, potential, or reasonably perceived conflict of interest. Any such conflicts must be disclosed.

Clarification Requests

Requests for clarification on this REOI, including the TOR, should be sent to the address below no later than 03:30 PM on Monday, 11 November 2024. Responses to all clarification requests will be provided by 03:30 PM on Tuesday, 12 November 2024.

Submission Procedure

The deadline for submission of EOIs will be Thursday, 14 November 2024, at 2:00 PM at the CHAMAMCA OFFICE, MAZIZINI-ZANZIBAR.
