HelpAge Tanzania (HAT) – HelpAge Tanzania is a local organisation duly registered in Tanzania Mainland under the Non-Governmental Organization Act, of 2022 on 10th Day of January 2023, with Registration no 00NGO/R/4196, and the Certificate of Compliance in Zanzibar obtained in February 2023 with registration no Z00001828 under the Business Entities Registration Act No, 12 of 2012. Registration of HelpAge Tanzania as a local organization is a result of implementation of the HelpAge International Strategy 2020 – 2030 to transform strong country offices into local organizations to achieve locally-led development.

HAT envision a society of equal opportunities where older people are empowered – healthy, aware, and prospective. Therefore, we work hand in hand with, older people’s Forums, Disability Organizations, partners and UN organisations, academic and religious institutions, research bodies and government bodies in both parts of Tanzania to address the needs and rights of older people and people with disabilities in Tanzania. In the humanitarian context, currently, Tanzania is hosting over 209,169 (50% female) refugees from Burundi and DRC, living predominantly in Nduta and Nyarugusu refugee camps, out of which 7% are persons with specific needs (PSNs) and 94,455 (55,189 female; 39,266 male) older people aged 60 years or above. HelpAge has been implementing its inclusive humanitarian programme in the refugee camps and host communities in Kigoma Tanzania, providing protection assistance to those PSNs since early 2015, including food, shelter, WASH, income, protection, physical and mental health services, and psychosocial support.

In collaboration with Jesuit Refugee Service (JRS)[1], HAT developed a proposal and secured funding from German Foreign Federal Office (GFFO) to implement the project focusing on strengthening cross-border protection and life-saving services for persons with specific needs (PSNs) in Nduta and Nyarugusu refugee camps and host communities in Burundi and Tanzania. This project has come to address challenges facing refugees in the camps and upon return and strengthen refugee/returnee-host community relations to facilitate reintegration and peaceful coexistence. The project, therefore, among other things, will facilitate community-based protection, inclusive rehabilitation, home-based care services, provision of food, non-food items and assistive devices, community awareness and capacity building to key stakeholders.

OBJECTIVE OF THE PROJECT
The project main objective is to increase access to quality community-based protection, support services and a dignified process of repatriation, peaceful re-integration and protection-reconciliation for Persons with specific needs in Tanzania and Burundi. This main objective will be achieved by realizing the following specific objectives:
1. To increase access to quality, appropriate and timely gender, age, and disability friendly community-based protection assistance for persons with specific needs in the refugee camps and host communities in Tanzania and Burundi.
2. To increase access to community-based inclusive rehabilitation for refugees and host community members with musculoskeletal and neurological disabilities.
3. To increase access to inclusive education services for children with disabilities in Tanzania and Burundi.
4. To improve peaceful, safe and sustainable repatriation, reintegration process and coordination among CSOs in Tanzania and Burundi to enable continuum of care and protection reconciliation for PSN in Burundi.

PURPOSE OF THE BASELINE EVALUATION
The purpose of this baseline evaluation is to assess the current situation/ status of PSNs in Tanzania and Burundi in accessing quality community-based protection, support services and dignified process of repatriation, peaceful re-integration, and protection reconciliation before project implementation. The goal is to establish a benchmark through which we can compare with future situation to identify the real impact of the project after its implementation.

SCOPE OF WORK
The baseline evaluation will cover both Tanzania and Burundi. In Tanzania the evaluation will cover both refugee camps (Nyarugusu and Nduta) and surrounding communities in Kasulu and Kibondo. In Burundi the evaluation will cover returnees and host community members in the four provinces hosting returnees, namely: Makamba, Kirundo, Ruyigi, and Muyinga provinces. Selected candidate will have to propose the methodology of undertaking the evaluation and will have to explore among other things.

EXPERT PROFILE
To carry out this evaluation exercise, the consultant should have the following core competencies, educational and work experiences:
• Ability to research, collate and synthesize a range of information and data (qualitative and quantitative) into useful, strategic and practical analysis and recommendations.
• Ability to communicate effectively with a wide range of people within community, Government officials, humanitarian agencies at various levels.
• Demonstrates sensitivity, tact and diplomacy, and have a positive image on the project and organization.
• Ability to write high quality and concise technical report with high proficiency in written and spoken English, within agreed terms of reference and deadlines. Proficiency in Kirundi and/or French is an added advantage.

CONSULTANCY EDUCATION AND EXPERIENCE BACKGROUND:
• Consultant (s) should possess a minimum of bachelor’s degree (Master’s degree or PhD is an added advantage) on Social Sciences, Development Studies or in a discipline relevant to this assignment with a minimum of 7 years’ experience.
• Proven experience in conducting evaluations of complex humanitarian programmes/projects and research. Experience in cross-border studies/evaluations is an added advantage.
• Proven experience in participatory reviews and research, and capacity assessments
• Proven work experience in Aging and refugee issues.
