Terms Of Reference: Consultants For A Mapping Of Public Health And Clinical Guidelines In The United Republic Of Tanzania

Background

In collaboration with the United Nations International Children’s Emergency Fund (UNICEF), the World Health Organization (WHO) is providing technical support to the ministry of Health for the update of the National Essential health care Intervention Package Tanzania (NEHCIPTZ). The implementation strategy of the updated NEHCIP TZ will include the interventions enhance effectiveness and efficiency among other dimensions of the quality of care. The main strategy to improve these dimensions of quality of care is generalizing evidence-based practice by increasing the access to and use of guidelines by health workers, health service mangers and other and decision-makers. Nevertheless, adoption at the grassroots level remains limited despite the publication of numerous guidelines by the Ministry of Health.

Therefore, to produce a repository of public health and clinical guidelines and study utilization and impact on patients’ outcomes, a team of one international consultant and one national consultant will be recruited for the following assignments:

  1. Conduct a comprehensive literature review on quality assurance for guidelines development, adaptation, dissemination, effectiveness and impact.
  2. Conduct inventory and assess the quality of guidelines developed or adapted in the health sector.
  3. Conduct interviews and focus groups at the central, regional, and district levels to evaluate the uptake, dissemination and utilization of guidelines.
  4. Analyze data collected from the field to identify strengths and gaps in guideline implementation.
  5. Develop a country-specific framework for guidelines adaptation and dissemination.
  6. Draft a standard template for the rollout plan of newly developed guidelines.
  7. Provide recommendations for improving the dissemination, uptake, and utilization of guidelines.
  8. Deliverables
  9. Comprehensive mapping report of existing guidelines, including an inventory and assessment of their quality.
  10. A draft fact sheet on the uptake and utilization of guidelines by health care providers in the United Republic of Tanzania.
  11. A country-specific framework for the adaptation and dissemination of guidelines.
  12. A draft policy brief highlighting the recommendations for systematic quality assurance of guideline development or adaptation in the united republic of Tanzania.
  13. A draft standard template for the rollout plan of newly developed guidelines.
  14. A costed strategy for the dissemination and monitoring of the impact of guidelines on health outcomes.
  15. Detailed reports and presentations for validation meetings and stakeholder workshops.
  16. Qualifications, experience, skills and languages

Educational Qualifications of the international consultant and

  • Bachelor’s degree in medicine, Nursing, pharmacy, or equivalent
  • Master’s degree in in Public Health, Health Policy, or research.

Experience of the lead consultant: The application of a team missing one of the following essential requirements will not he considered.

 
  • At least 3 years of experience in providing primary health Care Services
  • At least 2 years of experience in managing Primary health care service in resource constraints context.
  • At least 5 years of international experience in designing, implementing or evaluating quality of care improvement initiatives in public health facilities.
  • Experience in conducting qualitative research, including interviews and focus groups.

Experience of the lead consultant: desirable

  • Working experience in low or middle-income country, preferably in Africa.

Skills/Knowledge of the international consultant and national consultant

  1. Strong abilities in root cause analysis and problem-solving.
  2. Excellent scientific writing skills.
  3. Ability to consolidate information from multiple sources and prepare comprehensive reports.
  4. Strong interpersonal skills with the ability to work in multi-disciplinary and multi-cultural teams.
  5. Ability to work under pressure and meet tight deadlines.
  6. Competence in using qualitative data analysis software.

Languages and level required

 
  • Fluency in English is essential.
  • Knowledge of Swahili is an advantage.
  1. Technical Supervision
  • A high level of autonomy is required for this assignment.

  1. Location

Please specify where the consultant will work:

  • On site: The consultants will conduct data collection in the Ministry of Health, PO-RALG and selected Health facilities.
  • Off site:

Work schedule: From August 2024 for three months, with a maximum of 66 man-days for both international and national consultants.

  1. Travel
  • Full medical clearance is required for the travel.
  • Travel costs will be covered as per WHO regulations.
  1. Technical Proposal

Assessment criteria: –

  • Appropriateness of the proposed method and timeframe for the completion of deliverables.
  • Availability of the consultants for the mentioned period (should be very clear in the proposal).
  • Skill mix of the experts proposed for the assignment: Missing any essential qualifications is eliminatory.
  • Value for money of the financial proposal.
  1. Financial Proposal (travel costs excluded)

All applicants must submit a price list indicating the daily rate for three months, with a maximum of 66 man-days. Also, include any other costs and taxes but exclude travel costs.

Currency:

 

USD for international consultant.

TZS for national consultant.
