The University of Maryland Baltimore (UMB) works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve quality of health services through targeted technical assistance, systems development & strengthening, and institutionalization of quality improvement initiatives. In Tanzania UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization.

JOB DETAILS:
Building on experience in more than 15 countries, UMB in Tanzania has received funding from the United States Government’s Centers for Disease Control and Prevention through the President’s Emergency Plan for AIDS Relief (PEPFAR) to provide Targeted Technical Assistance to Local Clinical Partners and Regional Health Management Teams for Implementation of Comprehensive HIV Care, Treatment, and Support Programs in the United Republic of Tanzania (The REACH Project).

The DDIU Specialist/Computer Programmer will provide informatics and Data Demand and Information Use expertise for the health management information system components of the REACH project. She/he will report to the M&E director.

Qualified candidates will have expertise in one or more of the following areas:

  • Conducting/managing capacity building needs assessments related to health information systems (HIS).
  • Data manipulation for decision making.
  • Data Quality Assurance /Quality Improvement.
  • Electronic medical records.
  • Advanced software design and development in different programming languages i.e C++, C#, XML,HTML, PHP, Python and JavaScript.
  • Ability to work in database management system like MS Access, MS SQL Server, MySQL and SQLite.
  • Training for data use.
  • Ability to work with GIS Software, tableau, Advanced MS- Excel or any analytical tools.

Key Roles & Responsibilities

  • Support all reporting and data transformation into use from project, RHMTs and Local Implementing Partners.
  • Support the interpretation of data and information being generated and be used to enhance decision making at all levels.
  • Support operational research activities at the project level with the support from the M&E director.
  • Provide inputs and technical support in design and deployment of HMIS and M&E Tools.
  • Provide mentorship to RHMT and Local Implementing Partners in all HMIS and M&E activities.
  • Apply technical skills, standards and innovation to carry out project activities.
  • Solve complex technical problems that arise throughout the project using creative and results-oriented outside the box thinking.
  • Any other duty as you may be assigned by the team lead.

Required Qualifications, Experience, and Skills
Qualification and experience:

  • 3+ years of applicable work experience with health management information systems.
  • Degree in Statistics, Computer Science, Software Engineering or equivalent
  • Expertise in at least one of the following areas: DHIS2, HIE, Electronic Medical Records, mHealth, M&E
  • Familiar with data import / export to / from various formats.
  • Knowledge and experience of data informed decision making and advocacy
  • Ability to communicate technical data to non-technical audiences
  • Excellent Data management and data visualizations

  • Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve policy and operational constraints effectively.
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently.
  • Excellent verbal and written communication skills in English & Swahili.
