National Youth Information Centre (NICE) is a local non-governmental and non-profit organization formed and registered in 2001 under Trustees’ incorporation ordinance of 1956 (cap 375) thereafter was awarded with NGO’s compliance certificate number 0768 in 2008.
The organization has the vision of building Tanzania with youth that are healthier, educated, functioning and with their human rights are respected. NICE empowers youth to make informed decisions about all aspects of their lives through the provision of information in the form of Training, Research, Advocacy, Publications and Documentations.
NICE whose head office is in Mbeya, has been implementing a comprehensive integrated care and support program for vulnerable children and families. It also implements evidence-based interventions on HIV prevention, HIV adherence support, and family planning to key and vulnerable populations (KVPs) in Mbeya region.
In collaboration with the Ministry of Health Community Development Gender, Elderly and Children (MoHCDGEC) and the President's Office Regional Administration and Local Government (PORALG), NICE In partnership with FHI360,is implementing a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID).

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is dedicated to achieve and maintain HIV epidemic control. The project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls, and young women (AGYW) which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level among the targeted populations.
NICE is looking for highly motivated and self-driven individuals to fill the following vacancies in 4 districts of Ruvuma Region(TunduruDC, NamtumboDC, SongeaDC ; -

1. Data Manager/M &E (1 position)
Reports to: Program Manager
Location: Tunduru
Terms of employment: One year contract with option for renewal

Position Description:
Data manager will be responsible for supporting the design and implementation of the project’s monitoring and evaluation systems. He/she will provide support to strategic information unity in developing, supporting and improving the monitoring and evaluation plan and internal system to collect and analyze the data used to measure the programs key performance indicators. He/she will be responsible for development and ensuring EpiC data systems function without downtime to cover program data needs. Additionally, performing a variety of technical and data base related issues to all supported districts

Roles and Responsibilities:
• Develop project data base and manage other databases (Infolink, DATIM, DAMES, IPRS, MOH DHIS2) to ensure proper functioning.
• Support the update and use of Infolink to store, manage and analyze the performance indicators, baselines, and annual targets and ensures compliance to PEPFER requirements identified in the PMP.
• Participate in the development and implementation of data collection and reporting tools and systems that correspond to the needs of decision markers at every level of the health system as needed.
• Support the development/adaptation of tools for data collection; design and implement surveys and other data collection tasks.
• Troubleshoot data submission errors and data error issues
• Provide ongoing consultation and technical assistant to data clerk and supported facilities regarding database administration.
• Ensure data quality control through a data validation plan, data queries, programming consistency checks and data cleaning as well through coding and harmonizing of information.
• Ensure the management of standardized monitoring and evaluation indicators and tools for consistency in measurement.
• Provide guidance to regional and site staff on HMIS and management issues, including data quality assurance (DQA)
• Other duties as assigned.

Minimum requirements
Bachelor’s Degree in computer Science, information technology, Health Informatics with 3- 5years’ relevant experience and good programming skills; OR Master’s degree in computer Science or Public Health informatics with 1-3 years relevant experience.
A minimum of 4 year’s working experience at the similar position especially in implementing HIV and AIDS intervention. Strong knowledge of Microsoft windows, Microsoft office and data base management system (SQL server, Access etc); knowledge of SQL for database development.
• Ability to troubleshoot hardware and software problems.
• Ability to excise independent judgment in correcting data errors or omissions. Considerable knowledge of data management policies and procedures.
• Knowledgeable in software development technologies
• Initiative, creative, and proactive mind in implementation of new ideas
• Ability to resolve problems and find best solutions in data management
• Ability to plan and prioritize own work.
• Ability to adapt to change in technology.
• Maintain confidentiality
• Good team player
• Excellent communication skills, both written and oral.
