JOB DETAILS:
The proposed Deputy Chief of Party (DCOP) will work in close collaboration with the Chief of Party to ensure the design and implementation of social and behavior change (SBC) approaches and interventions are sound and support the results and goals for the anticipated Tanzania SBC Activity. As part of the Activity’s Senior Leadership Team, the DCOP will provide strategic guidance to the development of SBC approaches and interventions in coordination with partners and ensure quality, timeliness, and efficiency of all activities and deliverables. Ensure adherence to global standards of excellence in SBC programming. Collaborate with the MERL Director to monitor Activity results and adjust interventions accordingly. Based in Dar es Salaam, this position is contingent on funder approval and award to FHI 360.

Accountabilities:
• Provide technical leadership and expertise in the development and implementation of SBC approaches and interventions to address behavior change needs across priority health (FP/RH, MNCAH, malaria, HIV/AIDS, GHSA and other selected health areas) and development sectors.
• Provide leadership to operationalize SBC approaches and interventions, ensuring Activity’s SBC interventions address determinants of desired behaviors and employ evidence-based techniques to address priority internal, social, and structural determinants.
• Ensure high quality technical deliverables—including workplans and annual reports—are developed, submitted, and approved on schedule and within budget parameters.
• Support the design and implementation of formative research to inform SBC interventions and products.
• Contribute to the establishment of performance indicators and measures to monitor and record SBC intervention outcome and impact data.
• Ensure the Activity’s efforts are coordinated and conducted in accordance with technical strategies.
• Serve as the technical lead and key SBC technical point of contact for partners, including participation in technical meetings, conferences, and coordination platforms.
• Support knowledge management within the Activity, including the capture and articulation of success stories, best practice and lessons learned.
• Direct and guide managers, and technical staff with training and developing process improvement initiatives to ensure compliance with FHI 360 standards.
• Support performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
• Identify and consult with executive management on technical recommendations to make better business decisions.
• Serve as back-up to the Chief of Party.
• Perform other duties as assigned.

• Exercises judgment within broadly defined practices and policies in selecting methods and techniques for obtaining solutions.
• Decisions made will generally have major implications on the management and operations of a project.

Supervision Given/Received:
• Provide direct supervision of a team of Technical Advisors and Technical Officers.
• Lead and direct staff to achieve strategic Activity goals.
• Coordinate with project leadership to set budgets, goals, and develop procedures and training for project.
• Develop and recommend project management solutions.
• Reports to Chief of Party.

Education:
• Master’s Degree or its International Equivalent in public health, communication/behavior change, social sciences, international development, or a related field.
• Project Management (PM) Certification preferred.

Experience:
• Requires 10+ years of relevant technical/project management experience in the design, implementation, and management of SBC programs of similar size, complexity, and setting (including 3+ years of leadership and line management skills).
• Experience working in a non-governmental organization (NGO).
• Experience working in one or more of the following health areas is required: FP/RH, MNCAH, GHSA, HIV/AIDS, malaria.
• Knowledge of state-of-the-art SBC models and strategies, including human-centered design and participatory development approaches, behavioral insights, as well as their practical application to one or more health and development areas is required.
• Demonstrated experience applying proven SBC approaches for audience segmentation and addressing different types of health behaviors, as well as use of life stage frameworks, and integration across health areas and/or sectors desired.
• Experience designing activities to address behaviors using communication and non-communication-based approaches.
• Proven understanding of social norms and community dynamics influencing behaviors.
• Experience in developing and implementing SBC strategies, projects, and programs in East Africa and preferably Tanzania, that have demonstrated impact, at scale.
• Demonstrated track record of achieving results in a development context and working in teams and fostering partnerships, including private sector.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO/CSO partners, and international donor agencies.
• Proven ability to work as an effective team member.
• Excellent oral/written communication skills in English; excellent oral/written communication skills in Kiswahili strongly preferred
• Ability to set priorities while multi-tasking and meet deadlines.
