Background
IUCN, International Union for Conservation of Nature, is supporting the Vice President’s Office and the UN Environment in the implementation of the Project entitled “Supporting the implementation of the integrated ecosystem management approach for landscape restoration and biodiversity conservation in Tanzania”. The Global Environmental Facility (GEF) funds the Project. The Project implementation timeframe is 2022 to 2026.

The overall objective of this project is to strengthen integrated natural resources management and restoration of degraded landscapes for building resilient socio-ecological systems in Tanzania. Specifically, the project will:
(i) enhance national enabling environment and capacity of actors for sustainable landscape restoration (SLR) efforts and commitment to SLR;
(ii) improve landscape management through implementation of restoration plans and integrated landscape management practices in selected project sites;
(iii) develop and share knowledge, disseminate good practices, and appropriate monitoring and evaluation (M&E) systems and financing arrangements that support adaptive management of SLR interventions and strategies

The project interventions will be implemented at two levels. At the national level, the project will work with the central government of Tanzania to support the establishment and operationalization of Sustainable Landscape Restoration (SLR) governance and regulatory structures. At the ground level, the project will work to improve landscape management through the implementation of restoration plans and enhance the adoption of innovative SLR practices.

In mid-2021, the Project undertook a ROAM mini-assessment to inform the prioritization of project sites and interventions across the target landscapes aimed at ensuring optimal resource allocation and greater impact on the ground. The criteria used in the prioritization process were: addressing global environmental issue, extent of degradation, potential to contribute to multiple restoration objectives, potential for contribution to national strategic projects and resource optimization (avoiding duplication of large scale funding – current and planned). Based on the prioritization criteria, the prioritised areas of the Project are Greater Ruaha Basin and Lake Rukwa Basin. In Greater Ruaha Basin, the priority districts are Iringa District Council, Wangin’gombe District Council, Mbarali District Council and Mbeya District Council. For the case of Lake Rukwa Basin, Sumbawanga District Council, Mpimbwe District Council and Tanganyika District Council are the priority sites.

This project is one of the 11 Child projects of The Restoration Initiative (TRI) – Fostering innovation and integration in support of the Bonn Challenge program that targets 10 countries in Africa and Asia. TRI has been developed to make a significant global contribution to restoring ecosystem functioning and improving livelihoods through the restoration of degraded and deforested landscapes, in support of the Bonn Challenge.

Supporting the Implementation of Integrated Ecosystem Management Approach for Landscape Restoration and Biodiversity Conservation in Tanzania Project

As part of the TRI, the project will contribute to the Global Learning, Financing, and Partnerships project (GCP) and assist it to develop and disseminate best practices and tools, catalyze investment in restoration, expand the scope of countries and actors engaged in forest and landscape restoration, and realize benefits at scale.

Rationale of the assignment
The private sector can play a great role in advancing restoration initiatives by complementing public efforts on SLR through financing and expertise. However, there exists inadequate engagement of the private sector in large-scale financing of SLR initiatives due to limited understanding of SLR, inadequate incentives and specific guidelines for public-private sector engagement in sustainable landscape restoration.

In this context, unlocking private sector resources requires that they are effectively engaged in the design and implementation of SLR initiatives. The Project therefore seeks to develop guidelines for enhancing public and private sector engagement in SLR related production systems in targeted basin. The Project will recruit a consultant to support the development of these guidelines to facilitate the engagement of the private sector in SLR initiatives.

Objective of the assignment
The overall objective of this assignment is to develop guidelines for enhancing public and private sector engagement and investment in sustainable landscape restoration related production systems in Great Ruaha and Lake Rukwa Basins.

Specific objectives of the assignment are to:
i. Review of public-private related policies and regulatory frameworks;
ii. Analyze existing SLR related public-private partnerships and initiatives and explore potential opportunities for investment in target Basins; and
iii. Develop guidelines for enhancing public and private sector engagement and investment in SLR.

Scope of the assignment

The assignment will involve review of existing PPP related policy and regulatory frameworks as well as relevant Regional investment profiles; mapping of public and private sector players and partnerships; stakeholder consultations; and developing PPP guidelines.

The assignment will cover the Project District Councils which are Iringa, Wanging’ombe, Mbarali and Mbeya in the Great Ruaha Basin; and Sumbawanga, Mpimbwe and Tanganyika in the Lake Rukwa Basin.

Key responsibilities and tasks
Key tasks of this assignment are:
a. Conduct a comprehensive review of relevant literature and documents to inform the development of the guidelines for public–private sector engagement

2. for Landscape Restoration and Biodiversity Conservation in Tanzania Project
b. Produce inception report comprising of:
i. A comprehensive description on understanding of the Terms of Reference and highlighting any significant gaps and inconsistency thereof;
ii. Methodology for undertaking this assignment;
iii. Mapping of key stakeholders;
iv. Proposed outline of the guidelines for public-private sector engagement; and
v. Work plan for this assignment.
c. Undertake consultations with relevant public and private sector stakeholders at national and landscape level to gather information required for this assignment;
d. Prepare guidelines for public-private sector engagement in sustainable landscape restoration related production systems in the targeted basin in Tanzania;
e. Participate and present the draft PPP Guidelines to the Stakeholder Workshop for review and validation;
f. Finalize the PPP Guidelines by incorporating comments and inputs from stakeholders; and
g. Participate and present PPP Guidelines in stakeholder sensitization workshop to organized by the client.

Evaluation model
The selection criteria will consist of a technical and financial component. A weighting will be provided to each component as follows: Technical Weighting Factor of 80%, Financial Weighting of 20%. The firm scoring the highest total weighted score will be invited for negotiation.

Reporting arrangement
The representative from IUCN Tanzania Country Office will be a Focal Point for this consultancy and will have the overall coordination and quality control role. The expert who will be undertaking the assignment will report to the representative of the IUCN Tanzania country office.
